Approved For Release 2000/08/06 EvV64002001060001-2 ON Y - P EYE PROJECT: Utility Assessment "R" BACKGROUND: Except in a few noteworthy instances, US intelligence customers have been unable to recognize and identify the geographical site and location of persons of foreign intelligence interest whose whereabouts is shielded from normal perception by space/time ESSENTIAL ELEMENTS OF INFORMATION: a. S/NF) Describe the details of a methodology that can best by utilized to allow US intelligence customers the opportunity and ability to recognize and identify the specific geographical location of a person of foreign intelligence interest. b. S/NF) Using the American University of Beirut, Lebanon, as focal point or reference, identify the geographical direction, and distance (as the crow flies) to the site where Terry Waite the English churchman and hostage negotiator, is being held captive. Using the same methodology, identify the site of his release from captivity. Provide supporting data as to the purpose of his release and the methodology used by his captors in the actual release.
