(S/NF/SK) During the period of 15 August 1988 through 17 October 1988 inclusively, five remote viewers conducted a total of 15 sessions in an effort to describe the content of a building SG1C identified by F- I (TAB A). Remote viewers attempted to substantially describe the activities related to the content of Building Number 110. 2. (S/NF/SK) Remote Viewer 018_ perceived the target area as a "secure area." The target building housed a "power network grid" (TAB B) utilized in the regulation and manipulation of electrical power associated with the concept of "forward movement." 3. (S/NF/SK) Viewer 003 perceived the target area as a complex of military related buildings dedicated to scientific "test runs" and experimentation. The target building housed an object described as "a turbine or compressor" (TAB C) replete with humming and whining noises, and used in generating an "overwhelming" amount of power. The notion of this huge power source appeared associated with high velocity, a discernible change of state of motion (a surging forward). 4. (S/NF/SK) Viewer 099 described the target building as a low, flat, structure associated with "production areas" of power engineering of jet turbine engines and aircraft thrust. See TAB D and TAB E. Viewer 099 described a concept of "fast moving test objects through the atmosphere," somewhat reminiscent of the "Scram Jet" concept. See TAB E. 5. (S/NF/SK) Viewer 095 described the "target site" as a WARNING NOTICE: SENSITIVE INTELLIGENCE SOURCES AND METHODS INVOLVED HANDLE VIA SKEET CHANNELS ONLY SPECIAL ACCESS REQUIRED Referral Review by NIMA/DoD CLASSIFIED BY: DT, DIA DECLASSIFY BY: 'OADR Approved For Release 200 I IA-J~DP96-00789RO01800770001-8 Approved For Release 2003111 ~' DP96-00789R001800770001-8 rectangular, grey, multi-storied, block building that is still under construction. Viewer 095 conceptually perceived the presence of "massive amounts of contained energy progressively gathered in ever increasing amounts." According to 095, the energy is packaged, pulsed, and external to a structure; it is "used to drive something." 6. (S/NF/SK) Viewer 079 indicated that Target I uis SG1A located west southwest of Moscow in the vicinity of Bugulma and Blagoveschensk of the Soviet Union. See TAB F. The target building is part of a complex utilized to modernize the "symmetry and designs" of what appears to be the Soviet-"Blackjack" Woinber. Upgrades are mainly SIGINT related; electro-optics ,Ftelemetry, .____ radar and radar-jamming are related to this scientific effort. hfi-ee concept 6f-the'Blackjack's suitability as a low-level, strategic intelligence gathering platform is associated with this ende-avoY~.-A waF6house described as being located immediately SG1A left of serves as a logistical support base 7 for this operation.
