OOB: (271043 JUL 90) OOB accurately described the area shown in photo for previous
target before seeing background information indicating the target to be the same shown
in the photo. No further descriptions were pursued. There are indications of a large,
wood-frame house nearby (not shown in photo) being connected to operations at this site,
as well as a small trailer with a fenced off section which appears to be for children. There
are long, oblong, hollowed-out "things" lying on the ground, and an evenly spaced row
of structures which have wrinkled tops and sides. This compound provides seclusion,
safety, and access. There was an impression of military involvment (not U.S. military),
and resulting purposes of both harrassment and denial (NFI). The purpose of the
compound is for loading/transferring drugs (mainly marijuana) and other goods to small
boats for transfer to larger boats. There is also a small, hidden "piped" facility for the
transfer of liquid goods. OOB felt that the compound may have some attachment to the
Medallin Cartel, but had no definite proof for this supposition.

The main compound is located on the east side of the waterway, by the road. The
main activity at this compound is processing drugs for transhipment and transhipment.
Most of the drug activity is Marijuana. However, there is some cocaine processing as
well. There are indications that these people have weapons.
The activity by the road has people packing up and moving/loading boxes or
containers. Drug activity is marijuana. There are at least two cayucos nearby that are
going downriver. Toward the wider part of the river, north of the road, there is marijuana
activity. People are rolling up bundles of green stuff on rows of little tables.
Toward the narrow part of the river, south of the road, there is cocaine activity
hidden under the trees. This activity deals with mixing a pasty substance. There is a
very strong smell here.
OOF: (271130L JUL 90) The target consists of a number of structures. There is one
area where the structures are used for storage and/or habitation. There is a sense that
several of them have thatched roofs and are situated at right angles to one another. One
of these structures is used for radio communication and another is associated with the
security of the compound. There is an open area where stacks of crates are located as
well as scattered oil drums. There are periods of time at the site when a lot of crates,
boxes, boxes and overall activity is present. These periods alternate with times where
the area is virtually abandoned of materiel, people and activity(ies). The site is concerned
with movement and transfering alot of items/objects. There are two or three vehicles
present and parked in a somewhat haphazard manner.
