Approved For Release 2 covm 8 Feb 90 REPLY TO DT-S MN OF: SG1A SG1A SG1A SG-1A SUBJECT: Project 9003 (U) SUBJECT: To, Program Manager - SUN STREAK (U) -0178 si 0900520005-1 UNITED STATES GOVERNMENT memorandum 1. (S/STD) On 7 February 1980, five sessions were conducted to accomplish the following: Determine the geographic location identified as determine the current location of a target vessel identified as I and, identify and describe the location(s) of suspected delivery points for the illegal contraband in the form of drugs. 2. (S/STD) Remote Viewer 003 described two geographical locations, the result of a dowsing/search effort against the target, The first area of interest was described as being located in the northern coastal area of the Redwood National Park, California. The second area was seen as being located in the immediate vicinity of Rockport, California. See TAB A. Viewer 003 described the target site in terms of a high cliff or bluffs overlooking a coast line. Access to land from the ocean appeared difficult and the water's edge seemed lined with large rocks. A wooden frame structure with weathered white- paint siding was in the target area. (OPS COMMENTS: Viewer 003 was unable to determine the current location of the vessel). 3. (S/STD) Remote Viewer 018 identified the following areas as projected delivery sites for the illegal contraband. The first was located immediately south of Eureka, CA; the second, immediately south of Point Delgada, CA; and the third, in an area known as Bodega Bay. See copy of strip map at TAB B. Two areas identified as Fort Ross, CA, and Bodega Bay respectively, appeared related to the name (OPS COMMENTS: 018 was unable to determine the vessel's current location). 4. (S/STD) According to the dowsing efforts conducted by Remote Viewer 032, the ship was located at 41 30N / 137 10 W in an area Reviewed by NIMA/DoD F1SS Te9/1 C s iss.s Y 0 Approved For Release 2 OPTIONAL FORM NO. 10 (REV. 1-80) FPMR (41CFR) 101-11.8 R000900520=114 * GPO : 1984 0 - 461-275 (272) Approved For Release 2 DR000900520005-1 northeast of Kermit Roosevelt Seamount. Viewer 032 perceived the vessel as sailing from a south to north along the California coast. The I 'will download its cargo to smaller craftat several points along the coast. In turn, the smaller craft will throw waterproof floating packages containing the drugs near the surf. The packages are somehow illuminated; they are subsequently picked up by waiting personnel along the beach. The drop activity is scheduled to take place under cover of darkness and at "or near secluded beaches." The area known as "Russian Gulch" (TAB C), located in the vicinity of Mendocino, CA, and Point Cabrillo, CA (See TAB C) was singled out as an area of singular interest. (OPS CMTS: 032 was unable to access the concept of per se). 5. (S/STD) OPERATIONAL COMMENTS: a. (S/STD) Remote Viewer 079 was unable to access the target. Remote Viewer 025 was improperly tasked and accessed a vessel located immediately north of Puerto Rico and bound for the southeastern coast of the US. b. (S/STD) In summary, the remote viewing effort suggests a likelihood of the unloading of contraband in the form of illegal drugs along the shore in the vicinity of designated areas described as isolated beaches. The areas of specific interest are highlighted at TAB D. Only one viewer provided an indicator that the vessel was at 41 degrees north on a course towards a destination north of Eureka.
