This trip, however, will take him to several areas of very isolated coastline to the northeast (btb on the Penn. de la Guajira) which have very dense foliage. At these areas, he will meet on a one-to-one basis with people involved in the transport of drugs (btb involved in air transport). Subject is presently planning to change jobs as a "chain" of promotions opens a position for him. This is planned for the very near future, possibly within a week or two. His present position is one of a "leg man", wherein he does the leg work necessary to go around, making personal contacts with other important people and setting up deals on a one-to-one basis. Future position and responsibilities after the promotion are presently unknown. The "chain" of promotions, as planned, appears to involve people with the series of names (names approximated from sounds) "Guajira", "Escobar", "Rodriquez", "Pindar", "Steltman". OOD: 201325L July 90 Target person has a mustache, speaks Spanish and talks very fast. He mainly works alone and considers himself the "boss". However, he has "buddies" everywhere. One of his buddies is named Carlos Rodriguez Gonzales. He may have some connection with a Cartel, but it is not the Medellin Cartel. His job will be changed (NFI) within one month. Currently he has an office, his own plane, and controls an area of farm land in Colombia. He regularly flies over it. The area has much green vegetation, bushes, yellowish areas, and some hills. This area is mainly used to grow coca leaves. His business is international and he transports his goods mainly by water, usually ending up in Florida. He deals with drugs in raw form and hydrochloride. He is a user of cocaine, himself. OOG: 201330L The individual is giving to people higher in the organization itself and acts as a messenger with regard to operations. He is wise, action oriented, and insures that contraband is delivered so that monies are received. He is a hard worker, involved in illegal activity, and is concerned with marketing finances. He worries about getting the money. The drug ring is aranging and doing more contraband deals than ever before. The rewards as a result are different (marketing finances). Right now, this man wants power and money for himself. He is working to head his own operations as more of an independant player. He has not done this before. He takes orders form peple above him. The right connections with regard to drugs are stil available to him to continue his drug liason work. He is registered with the Cartel and is secure in his position. His head boss will be sent away (former positon). Women are involved with this organization. Names which phonetically surfaced include: Pancho Diadas, Pele, Gorge, and Lucho. The term ESEM surfaced with regard to the oganization. The cartel (King Pins) have operations throughout the world. The ruler is currently involved with the far east. The Cartel is also currently operating out of a port in Maine which is assisting with illegal drug acitivity. Approved For Release 2000/08/08 : CIA-RDP96-00789R000800400001-9 Approved For Release 2000/08/08 : CIA-RDP96-00789R000800400001-9 Feedback on JT4-068 (18 Jul 90) 00B: 181233 JUL 90 Subject person is presently working to change into a full-time job of being a "go- between" in deals for trafficking in drugs, but also in such other areas as missiles, etc. His services include not only the sale of merchandise, but also, in the case of equipment and materiel, contracting for continued services such as maintenance, repair, etc. He primarily uses his contacts in the local government, and there is a probability that he also has certain special contacts in the American government, as well the Asst. Dep. Chief of Staff of Naval Intelligence appears to be one of them). He uses these contacts to get the governmental services to do cartel work in such a way that there is usually no knowledge on the part of the person being used as to what he is doing. His method of operations is to receive a call from cartel higher-ups, then to act as a "go-between" to set up deals between buyers and sellers. These deals are never between multiple sellers and/or buyers, but are "single-contact" only (not as in the movies where bidders meet). After contacting the seller and buyer, he then "stalls for time" before meeting them individually (never together). He has a green ledger book in which he has all the information about each encrypted in "telegraph code" (NFI). After he consults this book and memorizes the information, he proceeds to work the deal. This green ledger book is kept in the lower right hand drawer of his beach home, and is all- important to his functioning. OOG: 181330L This dark haired man is extremely dangerous and is in a head position in his organization. He insures and oversees the delivery of drugs and is responsible for maintaining biographical data on individuals in control. Members who work underneath him in his organization are small. Companies who work with him correspond with this man and are power industries with the Cartel's ruler. This man has two men around him. Not only are drug operations over seen by this man, he also gives his attention to the organizations individual members. As many as 20 to 22 groups are involved. His organization is similar to Chrysler (lacoco). The name Marquis phonetically surfaced. This man travels in his business, struggles internationally, and is valued by his organization. He is currently handling larger amounts of drugs than he did in the past. He is now in a higher better position. This man is strong minded, charming, and arrogant. He is with this organization for economic and political business reasons. His organization is is involved with natural resources (Silver and sterling). He prefers silver to gold. This man remains as elusive as possible to the public eye. He is tall, of medium build, and Colombian. He is the "Boss" of his organization. He is a drug dealer involved in processing, international dealing, and transporting of narcotics. He deals in either cocaine, marijuana or both. A possible co-worker could be Carlos Rodriguez Gonzales.
