answer requirements against the suspected narcotics smuggling

1100L APR 90) carrying contraband. The vessel is currently (same
time) located off the coast of Jamaica (16 03' N 76 06' W). The
vessel is moving toward port. The vessel was carrying contraband
two clays ago, located in small, easy to handle packages, wrapped
in plastic. It was stored in easy to find places on tcoar..e::1 (in
I. i::i?iiic t.?iii, under" bunks etc.) The contraband was unloaded 2 days
before (9'??10 APR) on a small but inhabited island. There were a
lot of tourists in and around the port facility of this island.
The veSs,se1. E.1 not dock, but anchored off shore and transported
the contraband to shore in i as very small craft during the night.
This contraband is not E::}'t: destined for the US. The location of the
port is one of the J.?iii. ..ct . ... rii?t.y' of 23 OWN 73 o2'W.

or any other type of contraband.

was in the vicinity of Jamaica at approximate coordinates
19 deg. 53 min. N / 78 deg. 13, min. W at 0840 hrs, 12 APR 90 (See maps,
Figures 1,2,3).
