Approved For Release 2003/04/18 : CIA-RDP96-00789R000400120001-4 SECRET WORKING PAPER 8808 079 881025 Br, 07;7 SUMMARY OF INFORMATION The release of USMC LTC William (Rich) Higgins appears scheduled to take place when a breakthrough occurs in. the peace agreements between Iran and Iraq. LTC Higgins is currently located about one third of a mile north of his former location previously described as a Syrian headquarters. His current location is identified at ENCLOSURE 1. The structure housing Higgins is associated with elaborate designs, ornate objects black and gold objects, vases etal, that one might assoc:iate with Egyptian history. Thomas Sutherland appeared readily accessible5 his current location is indicated at ENCLOSURE 2. Notations of the name "Abeah/Abehah/Abelah" phonetically surfaced as being associated with Sutherland's current locai.on. He is aware of his surroundings, aware of ongoing negotiations on behalf of the hostages, and he listens to radio broadcasts. There appears to be some sort of high visibility associated with Sutherland as if he were the subject of ongoing negotiations. He remains scheduled to be released subsequent to Higgins. To all indications, Frank Reed, Edward Tracy and Jesse Turner remain in the so called "military barracks." Apparently search teams have been looking for Terry Waite and Terry Anderson. They recently left the western edge of the Beqaa Valley in a route of travel towards west Beirut. Robert Pohill remains in poor healthg he was described as merely "inert" not doing anything or going anywhere at this time. The status of AlanSteen and joseph Cicippio remains unchanged; they appear to remain subject to the "dump" towards friendly forces. The perception of the concepts of a go-between and a substantial payoff to the captors remains strong. The name of "Hyde" also phonetically surfaced to describe a 'German counsel" who will affect the monetary payoff. The names of "Weyland" and "Littleton" also phonetically surfaced as recognized negotiators of importance in the current hostage situation. Israeli authorities are aware of the new location housing the two Israeli hostages. Somehow "Weyland" is of some assistance to them. The Israeli hostages will not be released from captivity until all the other hostages have been released.
