dOSOW/NOFORN - HANDLE VIA SKEET CHANNELS ONLY
PROJECT SUN STREAK (LI)
WARNING NOTICE: INTELLIGENCE SOURCES AND METHODS INVOLVED
PROJECT NUMBER: 8802 SESSION NUMBER: 1
DATE OF SESSION: 10 MAR 88 DATE OF REPORT: 10 MAR 88
START: 1415 END: 1440
METHODOLOGY: CRV VIEWER IDENTIFIER: 003
1. (S/NF/SK) MISSION: Describe the contents of a building (photo
provided) in the Soviet Union (coordinates 275601/958588). Also,
provide information on the dimensions and features of the target
building, the immediate surroundings, general geographic location, and
function and use of the contents of the building.
2. (S/NF/SK) VIEWER TASKING: Coordinates only.
3. (S/NF/SK) COMMENTS: 003 seemed to have a phenomenally good signal
(target) lock-on throughout at the beginning of the session, but then
slipped into AOL drive, and finally off of the target.
[Note: It has become apparent, after working with this viewer for
more than 2 years, that unless a certain degree of self-doubt (vs
overconfidence, as was the case in this session) is present in 003's
mind, a "story line" will develop around a AOL nucleus. Therefore, a
good deal of monitor scrutiny is required, particularly during the
transition between Stage 3 and Stage 4. (003 has been instructed re
the problem)].

Site involves a structure on land with "live things"
prV:.: sent. There are significant land features also present.
Surrounding terrain is rural, with large areas of fields bordered
by steep, rocky, prominent stretches of hills or mountains.
There are rocks, ice, and snow present currently. The people of
the region are unsophisticated, close-mouthed, and pastoral, who
know in generalities about what's going on in the outside world
but think of it only in abstract, as if they're isolated from it
and more concerned with their own affairs. The structure of
interest and the enterprise it represents were located here
largely for those very reasons even if the people were curious
about it they would mind their own business. SOcarSity of
population was also a reason +or its location here. The
stV' ucture itself is "more than it seems," and is somewhat unusual
in its design, construction, and setting;
rectangular in most dimensions, and with an apparently flat:roof.
But the sharp angles of it are rounded of+, "like" faceted. And
it has a major on component. There is a sense that
besides the space inside dedicated to the operational purposes of
the structure, there is also living and recreation quarters,
making it virtually self-contained. There seem to be
"conveyances" associated with it that are housed/garaged with it,
but are only used when absolutely necessary. There is a sense of
figurative "tentacles" spread out in all directions, "like"
communications links, which monitor, keep track of, keep abreast
of current situations. It's almost an anomaly ..... -a sophisticated
"aware of what's going on" place out in the middle of a very
large area that is not especially advanced or populated, where
the people live life slowly from day to day. The part of the
structure that shows doesn't reflect the sophistication inside,
and doesn't represent the true extent of what's there. The
people that occupy the place are interested, enjoying themselves,
occupied, and dedicated, though not fanatically so. They're
generally interested about what their doing. They intentionally
located themselves in a remote area to avoid too much
interference and complexity that would be present in more built-
up surroundings. The inside of the structure is.'?snug",
structurally very sound, and has somewhat the feel of an HQ/Ops
central--a place from which missions are
run/monitored/analy2ed/dispatched. Analogically, it is "Ijkv..!:'? a
ground-based submarine. There is a sense of same sort of
defensive screening/early warning/communications equipment to let
those inside know of exterior developments in time to decide
among various courses of action to pursue. The "missions"
conducted may be passive in nature ..... -i.e., "fdnd..out about things"
with little actual interventionary or interdictory authority or
inclinaticn).
