GRILL FLAME
DoD has an on-going small effort in the field of paranormal phenomena
including remote viewing and remote perturbation.
Remote viewing is a phenomenon whereby a subject can access a
distant geographic area or facility and describe it (in some
cases this includes noises and odors).
-- Remote perturbation involves the ability to move or influence
the physical behavior of an inanimate object.
?- There is increasing interest in this area both inside and outside
of government.
Congressman Rose (D-NC) (House Permanent Select Committee on
Intelligence) is a strong believer and has written Ruth Davis
of his interest. He has recently talked openly of these
phenomena.
The HASC Intelligence Subcommittee has been briefed on non-
DoD efforts by SRI personnel.
The NSC Staff is preparing to brief David Aaron and Zbig on
the phenomena and DoD efforts.
-- For these reasons, wanted to make SecDef aware of DoD efforts.
DoD effort: driven by Soviets' high level of interest in possibly
exploiting paranormal phenomena for intelligence purposes.
-- 0IA conclusions on the Soviet effort based on three DIA studies
and one CIA study.
Positive government support.
Some aspects of the program are classified.
Some funding controlled by MOD and possibly KGB.
Staffed by competent scientists.
Tight government control over published research information.
Emphasis on intelligence and military uses.

Ascertaining scientifically whether such phenomena may exist.
Determining extent of Soviet use of phenomena for intelligence
purposes.
As a subset of Soviet use, the requirement for countermeasures.
Certain aspects of parapsychology appear to show promise for
intelligence collection.
Recent minimal DoD funding has been primarily DIA, Army and Air
Force.
The DoD program has been reviewed for propriety and legality.
Army and DoD General Counsels.
Army medical panel.
The DoD management structure includes a Steering Committee and Working
Group.

Remote viewing application to operational problem.

- In 1973, SRI conducted a remote viewing experiment for CIA.
Subject was given the coordinates of the PNUTS site at
Semipalatinsk, USSR and told it was a R&D facility (then iden-
tified as unidentified R&D Facility 3).
Overnight subject produced a drawing of what he had seen. He
further mentioned it was a "damned big crane" because he had
seen a man walk by and he only came up to the axel on the wheel.

The attached picture shows the subject drawing on lower right
The gantry crane
is a multi-story crane mounted on tracks.
He also described sections of a sphere lying on the ground and
estimated the completed sphere at about 35 feet in diameter.
