SUBJECT: Phonecon - MAJ Watt and MAJ Stoner (OACSI), 15 Feb 79
1. (U) This MFR serves as a record of phonecon between MAJ Stoner,
OACSI, and myself which took place at 0815 hours, 15 February 1979.
2. (S/ORCON) I requested that MAJ Stoner brief me on the status of
two issues that BG Freeze was concerned about -- that is, (1) The
status of INSCOM's contract with SRI and, (2) Where was the Press
Release that OACSI was preparing for release concerning Project GRILL
FLAME.
3. (S/ORCON) MAJ Stoner gave the following information:
a. Status of Contract: The contract is all prepared and ready for
signing. However, AMSAA legal office had question concerning issue of
whether or not a doctor had to be present during the sessions and if work
could be considered "Human Experimentation." The office of the Army
General Counsel has been contacted and OACSI is now awaiting a decision.
b. Press Release: A recommended press release has been prepared
(by MAJ Stoner) and forwarded for approval. Ms Ruth Davis, Under-
Secretary, DOD, Research and Advance Technology, has the statement and
OACSI is now awaiting a decision.
4. (U) Concerning both issues, MAJ Stoner assured me that he would
press for an answer and keep us posted.
