(S) A total of 251 officers, warrant officers, and civilians (GS-9 and above) were considered for participation in the INSCOM GRILL FLAME Project (IGFP).* These 251 individuals were experienced in the intelligence disciplines of SIGINT, PHOTINT, and HUMINT and represented more than eight units/organizations within INSCOM. (S) Of the 251 individuals considered 117 were interviewed by IGFP personnel. The large difference between number consider- ed and number actually interviewed was due to the following elimination factors applied by IGFP personnel: a. Commander's evaluation b. Retainability - at least 20 months c. Health d. Not readily available (programmed TDY, schools, etc.) *Two enlisted personnel and one civilian (GS-7) were interviewed based on strong recommendations of other interviewees. Of the 117 individuals-interviewed, one refused to talk about para- psychology at all, three thought that most of what they had heard was nonsense or trickery, three were opposed to the investigation of psychic phenomena on religious grounds and 110 had favorable opinions towards parapsychology and the possible use of psychic phenomena in the military. (S) With 94% of the people interviewed showing favorable attitudes for the IGFP, it was obvious that further screening was necessary to reduce this number to a manageable amount. The training contract with Stanford Research Institute (SRI), Menlo Park, California, calls for only three trainees. SRI personnel had advised that we seek out potential trainees on the basis of "individuals who are self-confident, uninhibited, successful, and not afraid to be wrong." To this criteria, IGFP personnel added maturity, adaptability, innovativeness, MOS (so as to include the specialties of SIGINT, PHOTINT, and 11UMINT), previous psychic experiences, and compatability Fifteen individuals were selected as prime candidates but it is the opinion of IGFP personnel that approximately 30-35 possessed the requisite potentials desired for the IGFP. The main constraint was the SRI contract terms for training only three individuals. (S) On 14 February 1979, SRI contract personnel selected six of the 15 individuals for further evaluation by them at the SRI facility. From these six, three will be chosen for training under the contract terms.
