SUBJECT: GRILL FLAME DOD Science Evaluation Team Briefing, 27 September
1979 (U)
1. (U) This MFR addresses the salient points of the briefing given by the
INSCOM GRILL FLAME Project Manager (LTC Watt) to the GRILL FLAME DOD Science
Evaluation Team on 27 September 1979.
2. (U) The briefing was held at HQ INSCOM, Ft Meade and lasted from 0900
until 1530 hours. LTC Watt and 1LT Atwater (Project Training Officer)
hosted the briefing. List of Committee Members is attached at Inclosure 1.
3.(U)The purpose of the visit, by the DOD Science Evaluation Team was to:
a. Review in-use/projected protocols
b. Ascertain if protocols are. being followed
c. Assess scientific validity and."Merit" of the work and
d. Evaluate other aspects dee msui.table by the Under Secretary of the
Army and the Team Chief.
4. (U) Inclosure 2 shows the outline of the presentation. Attachment A to
Inclosure 2 provides the details that were used to "back-up" major points
of discussion. (Note:, Item 6 of attachment A not. included due. to repro-
duction problems).
5. (S) The Team seemed impressed with the briefing and had no derogatory
comments to make. Several committee members expressed concern about the
lack of physical space that had been provided and wondered about the overall
impact it and other negative factors might have had on the results obtained
thus. far. The committee also was concerned about the pressures that might
be accumulated by the viewers because of the natural conflict between this
project and their own jobs. In this regard, Mr. Gale, Team Chief, questioned
me very closely concerning the. utilization of personnel, including availa-
bility, TDY's, normal rotation, and over----use of resources.
6. Mr Gale assured us that INSCOM would be provided with a copy of the
committee's report as soon as it was finalized,
