INSCOTI GRILL FLAME PROGRAM
1. INSCOM HAS BEEN TASKED BY ACSI (OCT 78) TO ESTABLISH A TRAINING PROGRAM
IN REMOTE VIEWING UTILIZING SELECTED INSCOM PERSONNEL. THE PROGRAM, ONE OF
SEVERAL ON-GOING DoD EFFORTS IN THE FIELD OF PARAPHYCHOLOGY, WAS DESIGNED TO
SEE IF ARMY PERSONNEL COULD BE TRAINED TO DO EFFECTIVE, USEABLE REMOTE VIEWING.
THE PROGRAM HAS NOW REACHED THE STAGE WHEREIN WE ARE ATTEMPTING TO IDENTIFY
INDIVIDUAL ABILITIES AND TO ESTABLISH MEASURES WHICH WILL AID IN JUDGING THE
RELIABILITY OF INDIVIDUAL SESSIONS. A DoD SCIENCE EVALUATION TEAM WAS ESTAB-
LISHED BY SECOEF TO ASSESS THE SCIENTIFIC VALIDITY AND MERIT OF THE WORK
BEING DONE BY THE VARIOUS ORGANIZATIONS.
2. SELECTED INSCOM PERSONNEL HAVE BEEN TRAINING AT FT MEADE AND AT STANFOFD
RESEARCH INSTITUTE (SRI) FOR THE PAST 9 MONTHS,
3. IN ADDITION, PROJECT PERSONNEL HAVE BEEN WORKING ON OPERATIONAL SITUATIONS
SINCE MID-SEPTEMBER 79. IT MUST BE STRESSED THAT WORK ON CURRENT INTELLIGENCE
MATTERS HAS BEEN CLOSELY MONITORED AND WE ARE VERY CAREFUL H>W THE INFORMATION
IS INTERFACED WITH OTHER INTELLIGENCE. HOWEVER, I MUST ALSO ADD THAT ANALYSTS,
SOME OF 4HOr'M ARE NOT ASSOCIATED WITH INSCOM, HAVE INFORMED US THAT-WE HAVE
PROVIDED THEM WITH INFORMATION NOT ALREADY KNOWN AND NOT READILY AVAILABLE
THROUGH NORMAL INTELLIGENCE COLLECTION CHANNELS. SOME OF THE INTELLIGENCE TASKS
THAT THIS GROUP HAS WORKED ON ARE AS FOLLOWS:

C. REFINE, IF APPROPRIATE, INDIVIDUAL ABILITIES.
D, HELP DEVELOP PROCEDURES FOR INPUTING DATA INTO INTELLIGENCE COLLECTION
CYCLE.
5. IN RESPONSE TO THE INITIAL TASKING, ALTHOUGH THE PROJECT HAS PRODUCED
NUMEROUS INTERESTING, IF NOT VALUABLE REPORTS, IT IS STILL TOO EARLY TO
CATEGORICALLY STATE THAT WE HAVE A USEFUL INTELLIGENCE COLLECTION TOOL.
STILL TO BE DETERMINED ARE THE NUMEROUS RELIABILITY FACTORS OF THIS ELUSIVE
INFORMATION GATHERING PROCESS.
