SUBJECT: Project Continuation (U)
1. On 18 October 1982, from 0900-1330 hours, a series of meetings was held at
AHS concerning spaces for project continuation. Participants were
Mr. McKitrick (DCSRM), Mr. Geisler (DCSOPS), Mr. Renier (DCSOPS), LTC Jachim
(Project Manager), MAJ Powell (DCSPER) and CWO Kennedy (DCSPER).
2. The initial meeting with Mr. McKitrick and Mr. Renier concerned proposed
assignment of project personnel to the 513 MI Group (MIG). After discussion
it was determined that assignment to the 513 MIG was not a viable option.
3. The next meeting included Mssrs McKitrick and Renier plus Mr. Geisler.
After review of the factors which precluded assignment to 513 MIG Mr. Geisler
proposed to assign project personnel to vacant positions, primarily at
Fort Meade. The positions would stay within their original organization(s)
with the project personnel for duty with Security Support Detachment, 902 MI
Group. This was a variation of Mr. Geisler's original proposal. Since the
original spaces had not identified a warrant officer. space, Mr. Geisler
recommended we go see a DCSPER representative.
4. The final meeting participants were.MAJ Powell and CW3 Kennedy (DCSPER),
Mr. McKitrick (DCSRM) and Mr. Geisler (DCSOPS). CW3 Kennedy was requested
to assist in locating a WO position for the project. CW3 Kennedy then
requested MAJ Powell join the group. After a discussion of personnel policies,
the ODP, and unit reactions to this requirement, the following was agreed to:
a. ODCSPER would review and list authorized, unfilled positions not
within the NFIP. MAJ Powell would try to have the list by organization,
paragraph and line number by tomorrow.
b. Mr. Geisler upon receipt of the list would do a unit impact and
identify positions to which project members could be assigned.
c. Mr. Geisler would identify these positions to me for inclusion in
the proposed LOI to Commander, 902 MIG which would then be staffed.
5. Upon approval of the LOI, I will request the project personnel be re-
assigned. I will also coordinate spaces with ASD.

6. The following additional information was obtained:
a. Spaces transferred to ASD are not required to have ODP support.
ASD spaces may be other than the grade and MOS of the incumbent.
c. Commissioned officer and warrant officer spaces under ASD control
are interchangeable.
d. Only 2 project spaces will require ODP support.
