SUBJECT: GRILJ FLN'IE Status Report (U)
26 September 1.978
1. (S) On 20 September I rrxt with Colonel Capps, DAP II-ISII,
to discuss the 902d? s participation in the development of a
training program in Para-Psychology Phenoni na. We had been
advised the week before through General Rolya that the 902d was
to cease any further planning for its concept of training with
the Monroe Institute. I wished to find out where we stood
regarding the program.
2. (S) Colonel Capps related the following:
a. After talks among MG Thcmpson, Dr. Lel3erge, Dr. Verona, et al,
it was decided that this whole program needed to be coordinated
with DOD. Consequently, a working group is to be established with
representatives from all concerned ,parties regarding the future
LX)D involvement in. this phe_ncm an,a.
b. INSCOM would be reglrsted to provide a representat:.:i_ve
for the working group ne ntionect above to act as a coordinator for
INSCXJM involvement.
c. The 902d project, unclassified title GONDOLA WISH, was
cancelled. `[too factors impinged on this decision:
(1) The Monroe Institute is not cleared for classified
training or .infr_onnation.
(2) The type of training to be given by the Monroe Institute.
It was felt that this training could be categorized as experimenting
with the human mind. If so, under recent legislation, it would have
to be cleared through an office at HEW. MG rIh mrpson. did not want to
go that route until the legal ramifications were thoroughly examined.
d. DARCOM has an ongoing contract in this general area with SRI,
California which is not encumtbered by possible legal.it:ies. The
probability existed of our sa.telliting training on their contract.
Colonel Capps suggested that both ACSI and INSCOM provide funding to
DAPEOM for Military Intelligence training subject to the approval of
Gener Guthrrie. He opined that $75,000.00 would. be good and that
ACSI could probably provide $25,000.00 if INSCOM could find $50,000.00.

3. (C) Immediately following my talk with Colonel. Capps I
briefed General Poiya on where we stood, specifically asking his
OR for INSCOM to provide $50,000.00 in year-end funds as an
add-on to the DARC:OM contract with. SRI for the purpose of training
some MI personnel. He approved expenditure of the funds. Si.-bsequently,
I coordinated with Colonel Whitt and Mr. Staffone.
4. (C) BG `Peal secured General Guthrie's approval for using the
DARCOM contract. A -total of $65,000.00 ($15,000.00 from ACSI)
has been provided to DARCOM for training. We now await further
information from I CSI as to when training will begin and how
many people we are to provide (one or two was discussed as initial
input) .
`i. (U) For now, ACSI want-; the name of INSCOM's representative
to their working group. The 902d is prepared to provide such an
individual, but I recc ruttend that the IX'SCI interject theirselves
.into this project and provide this cant act-. I feel that they
should be dealing with the ./'CSI staffers and we should take our
lead from the DCSCI. If you agate, I will talk to Colonel Cary
regarding this matter.
