1. (5) As you undoubtedly know collection of information
is an intelligence item of the
highest interest to the US Army. I appreciate the past efforts of
your organization to assist the USAITAC in this matter. I believe
however, that we must now resume our efforts
2. (S) Accordingly, I have asked LTC David E. Russell, Chief of the
Special Research Division - ITAC, to provide you with a new ICR on the
subject. In addition, in order to fully capitalize on the multidis-
cipline capability of the ITAC in this important subject, I believe
that we should indoctrinate a qualified imagery analyst to Grill Flame.
Such an individual would be of great help in interpreting any images
and sketches you might collect. He would also be useful in guiding
your collection process.

channels to indoctrinate CW4 Paul B. Richard, a
member of ITAC's Imagery Intelligence Production Division
