SUBJECT: CENTER LANE Interview Summary - HU-1074/8404/63 (U)
1. (S/CL-3/NOFORN) On 151507 April 1984, source #63 was
interviewed by monitor #66 in an attempt to verify a suspected
location of an individual identified as William F. Buckley. The
project 8404 sponsor suspected that Buckley might be in Baalbek,
Lebanon. The sponsor had provided a photograph of Buckley (see
Incl 1).
2. (S/CL-3/NOFORN) For this interview source was initially
shown the photograph of Buckley and asked to describe his
perceptions of Buckley's location. After his initial
impressions were objectified, source was directed to describe
sites surrounding what he perceived as Buckley's location. No
other identifying data was provided to source at the time of the
interview. Source had, however, become aware that Buckley was a
kidnap victim. All other intelligence information was withheld
from source for use as feedback and cuing during possible
subsequent interviews. After the interview, resection map
analysis was done by the monitor in an attempt to determine
Buckley's location.
3. (U) A transcript of the interview was prepared (see Incl 2).
4. (U) A DA Form 341 (Agent Report) was prepared for the
sponsor. This report related the salient points of the
interview (see Incl 3). Information of immediate operational
value was provided to sponsor as soon as possible after the
interview.

#66: This will be a CENTER LANE interview for 1507 hours
the 2nd April 1984. All right, today we're going to
be working on our individual in the photograph.
Today should flow quite easily. I need you
initially to describe his location. Now there's not
necessarily, he may be in the same place you found
him before, he may be in some different place, but
we need initially to describe his location and when
we work through that, the location of the individual
in the photograph, then I'm going to have three
movement exercises. So at this point I'll turn the
session over to you and work on the location of the
individual in the photograph that you now have.
#63: All right. ....... A is angles and man made, and no
B. (mumble) break, A is---rising, man made, no B,
S2 ---is gray, Break, 52---sloping, vertical, gray,
large. AOL Break --- I'm back to the same place,
what I'm going to do is declare that an AOL and then
if it comes back I'll know that it wasn't an AOL.
#66: I understand. It's okay that we find him in the
same place, just remember that the description place
may not be what we saw in the overhead imagery.
#63: Right. But that's why I just want to declare an AOL
and come back and try again.
#66: Now, is the AOL, remembering the overhead photograph
I've shown you, is the AOL--
#63: The AOL is what I felt, perceived before you showed
me the photograph.
#66: I understand, okay. So your AOL is seeming to find
him in the same place.
#63: Um, um.
#66: We don't have an AOL in ideal structure, but we're
okay.
#63: Um, um.
#66: May be same place as familiar, which is an AI break
familiar. That's entire possibility there.

#63: Um, um. M break. That place I had matched up so
perfectly with that thing in the picture. Just take
a little bit of a break, I only want to stop the
tape for about 2 minutes, take a two minute break.
#66: Okay, we're starting the tape up again. It is now
1513.
#63: A ---is flat, man made, no B. N break---- . I'm
trying to write. A--is rising, man made, B---is
building. Stage 2s--lite color, patterned, AOL
Break---like the suspected building in the
photograph, but not the one I had gone to.
#66: Okay, there was one in the building that was labeled
suspected. There was a building that was labeled as
suspected building, not the one you described, but
and so now you're having an AOL, we're still working
on the photo. Okay, I have a suggestion that we
move in another direction now.
#63: Okay.
#66: It's not really necessary for this session that we
describe where he's at, so let's use a set addresses
and say from the man in the picture, X direction and
that's what we need to describe.
#63: Try to (mumble) that.
#66: Yes. That's what we need descriptions of, we don't
really, I know you're battling, hey, well, but
technically we don't need to describe that place,
what we need to describe is the other places.
#66: And that way you won't have to battle the AOL, okay?
#63: Let me get a little (mumble) out here. Okay, it's a
sketch of a building, flat top, two little square
boxes on top.
#66: Okay, is that part of your AOL declaration or is
that what you get and then you AOL after.
#63: That's sort of looking through the AOL and this
reminded me of the building.
#66: Okay, so it an AOL signal (mumble).

#63: Yeah
#66: It may very well look exactly like that and you had
a memory trace on the ones in the photograph.
#63: And you obviously know where they say they think he
is, so you can check that out later.
#66: Okay.
#63: But that's what I'll be when you say go to the
original or ---
#66: Okay. I will say the words from the location of the
individual in the photograph, blah, okay, I don't
even care about anything, just lay your hand on the
photograph, I don't even care about that location
right now.
#63: Find the location of the individual.
#66: The word location is redundant, say from him--
#63: Okay, from the individual in the photograph. Okay
and this is going to be a movement exercise?
#66: Yes, and I will wait until you put the pen on the
paper. 21 miles north, northwest.
#63: A---is rising, sloping, solid, B---is rising land,
S2---is gray, dark, rugged.
#66: Say that word again.
#63: Rugged.
#66: All right.
#63: Peaks. A-- is rising, solid, B ---is peaks, AI
break--an undeclared AI up here, ...I don't know
what it was,...man made, peaks, and flat area.
#66: Okay, let's, let's end this movement exercise. I
saw the AI in your eyes and I was waiting for you to
declare it, you like went (oo).
#63: Okay.
#66: So we have rising man made peaks.
#63: Um, um.

you see some man made.
#63: Yeah, it's generally flat, they're sort of sitting
there by them self.
#66: Okay, so they set up from this flatness?
#63: Um, um.
#66: All right.
#63: Okay, the man made (mumble).
#66: Okay, when you put your pen on the paper, 47 miles
north, northeast.

On 2 April 1984, Source 63 was interviewed in an attempt to verify
SUBJECT's suspected location of Baalbek, Lebanon. Source stated
substantially as follows:
Approximately 21 miles north-northwest of SUBJECT's location were
rugged mountain peaks (not further identified). Approximately 47
miles north-northeast of HIS location was an airfield (not further
identified) and a lake. Approximately 35 miles south-southeast of HIS
location was a flat area with many white buildings, perhaps a city
(not further identified).
Source was unable to provide any further information verifying
SUBJECT's location.
AGENT'S NOTES: Using resection techniques, map analysis of
Source's information yields Baalbek as SUBJECT's location.
