SUBJECT: CENTER LANE Interview Summary - HU-1059/8314/08 (U)
1. (S/CL-3/NOFORN) On 220900 December 1983, source #08 was
interviewed concerning personnel and activities within a
building unknown to him. The project 8314 sponsor had
provided a photograph of the building (see Incl 1) and
physical evidence thought to be connected with an individual
in the building.
2. (S/CL-3/NOFORN) For this interview source was shown the
photograph provided by the sponsor, given a sealed envelope
containing the physical evidence, and asked to focus his
attention on the building. Source was not told of the
suspected activities in the building. No other identifying
data was provided to source. All other information was
withheld for use as feedback and cuing for subsequent
interviews.
3. (U) A transcript of the interview was prepared (see Incl
2).
4. (U) A DA Form 341 (Agent Report) was not prepared for the
sponsor. Information provided by source during the interview
did not appear to be relevant to the issue at hand. Later it
was discovered that the physical evidence provided was not
connected in any way with the current effort. Since the
source had been provided with false cuing, he could not be
expected to report information relevant to the target.

22 December 1983. Relax and concentrate now.
Relax and focus your attention solely and
completely, accurately on the buildings in the
photograph I've shown you and describe them to me.
#08: ,.,.......The very first thing....
that I get is a..an a..area of two.....the
a..ground floor, there, there are two people ..
they're monitoring on those scopes,... scopes ah,
small scopes ......... both are technicians, one is
a ...... one is a woman, ..... the other a man.
..... They're a, they're a..monitoring ah...a
series of...... a broken ah..lines ..... that they
can ah..... slow down, ...at least in this mode ...
and analyze. ....They're ah....monitoring .......
some (mumble) traffic of sorts...not a source of
monitoring, it seems ........ peculiarity of a....
of where they're working this technical equipment..
that ah......is not as high ceiling in that a....
protrudes from the walls. ........There are real
type ah...... nothing that could a ..... could take
a ...... ah memory banks.
#66: Um, um. Let's move through other area of the
building and see what we find.
#08: ......Ah....area too in the floor above this,
.....* there is an impression of a...mmm.....a
school, a learning activity,... desks,......
#66: Okay.
#08: --More than desks, there's like two part thing in
there,..... light a, light wooden top, small desk,
chair.
#66: Okay.
#08: ....Very spacious, very spacious a.... spacious
classrooms, something like that,.... that a. .....
Above that, next floor .......Ah..administration
offices ....... small separated inner rooms,...small
corridors. ......There's a lack of a...(mumble),
there's a lack of light, ah .....

#08: Separation of a. rooms is ah..done with ah..glass,
but there's ah..this lining of black
curtain,.... above that, above that is ah attic
ah..with ah...jesus ...... a lot of, ....of extra
antenna wires. Something confusing, there's so
much of it, it looks like... a mess of barb wire,
wires that were in there,...and this leads to ah,..
this leads to a...a small constructioned rooms in
the top of the building. ..And those are obviously
antennas. ........
#66: Let's move on to the other area.
#08: Yeah, I was was just about to do that. .........
There's ah,..ah.... I'm having trouble with this
and so I'll give you raw, real raw stuff.
On ah much, much higher ceilings, very
.... spacious, open areas on the front part of
it. .... Get a (mumble) church, ...decorated.
#66: An area of open emptiness?
#08: Yeah.
#66: All right. Look around now for other areas and
tell me about them.
#08: There's another ..........that ah ..... abutted
against this stuff, ...this open area here.
........ at least on the ah...ground floor, there's
metal beds, dome area type.
#66: All right.
#08: Let me look some more. ........ okay this is the
ah..this is the support facility in terms
of...(mumble).....either in logistics.
#66: Say that again.
#08: (mumble) the support area ............ the ah...
area of interest there,... again goes to the roof,
again to an enclosed area, again to an antenna, but
.....antenna is hooked up to the other
building. .........
#66: Okay. I have some questions for you now.
#08: I want to gather myself here. ....... Okay, go ahead.

#66: Okay. If I understand correctly, you've described
to me two distinctively separate building areas.
#66: You said there's some electronic equipment
associated with these buildings and some antennas.
#66: Okay. I'd like you to turn now and focus on the
second envelope I've provided you, exclusively on
the second envelope I've provided you and describe
how this fits into what you've just described to me.
#08: It's the console.
#66: Do you find that the envelope is associated with
the console?
#08: .....The, when you said association, the
impression is...ah......computer associated console.
#66: The envelope contains information relative to an
individual. Focus on that individual.
#08: ., That individual is (mumble),
authority over the console, he has authority over
the people that involved with the console. That
individual is non-military associated and certainly
not always, that individual ....... the tabs are
branch of service that has something to do with
red, that's how you can distinguish it, that
individual. Wears a brown ah...uniform or
..shirt. Individual is ah ...... 38 or 40 years
old, 38, 38 sounds 38 (mumble), and black hair.
That individual ..... individual ....... is slightly,
is slightly (mumble) military. That's irregular
about the individual.
#66: Okay. Now, the individual is associated with these
two building areas?
#08: Yes, he has authority over ..... haaccess
authority over..... I just got to say there's comms
computer in the monitoring.
#66: All right. One of his activities is to have the
authority and access to this---

#08: He,..he, he,.... those two people at the console
are under his, although they are technicians, he's
got the overall responsibility of all the
technicians and much more.
#66: Okay.
#08: --Scientifically advanced and knowledgeable.
#66: Now, let's look at a one week time window and tell
me what other activities he's associated with.
#08: Well, one thing is, I'm trying to fit a uniform to
him, and it keeps coming off and--
#66: All right, I can understand how--
#08: --Seems like a man that's in civilian clothes, but
he's military, but wears civilian clothes and it's
confusing.
#66: I can understand that. Now that you've declared
that, you're able to move beyond that and look at a
one week time window and search out the activities
that he performs in a one week time window.
#08: All right. ............... There's a, there's a
....he ah .... he ah reports to ah .........I
don't know how I'm going to say this,...he reports
to another official building located there, ...this
building is government counsulor related embassy,
ambassadorial, counsulor a iliated.
#66: Okay, I can understand how that might happen. I
interested in what he does in these buildings in
the photograph I've shown you.
#08: You want to go back to the buildings?
#66: Yes, the buildings in the photograph I've shown you
and what--
#08: Oh, and his activities there are?
#08: Okay. ................ Okay, you already know
that he's the ...supervisor and manager of that,
that project,...of the military representative,..
supervising manager.... and always in your window.

.......He's receiving ...... I see him greeting and
receiving a supervisor from his...military
background, but they're both in civilian clothes.
#66: Can you describe this other person?
#08: ....Yeah, a bald headed, 59 year old man, stepping
out of the ah...very black official car.
#66: Okay, let me broaden my question and then you can
explore deeply.
#08: Go.
#66: During the, in one week period of time--
#08: Say again.
#66: During the one week period of time, does this
individual associated with the sealed envelope
spend a great deal of time in these buildings in
the photograph?
#08: No, he's, he's like a ...an administrator that's
out of it,...you know, ah ....... he's a manager
ah... in name in that he monitors ..... the ah....the
operations, but has now knowledge of how this is
done, so his job is very easy, just to ensure that
it's ongoing. In other words, he has nothing to do
with the technical operations of this thing.
#66: Okay. Now, that's in the building that you said
was like a school?
#08: No, that's in the area of 2 two building. That's
where I keep seeing him come in, in the mornings.
#66: Area 2 building being the one with the open space?
#08: The one that's monitoring (mumble). No, the first
one.
#66: Okay, the first one is one where you said there
were schoolrooms upstairs, classrooms?
#08: Yes.
#66: And the lower floor is the electronic equipment.
#08: Yes.

#66: Okay. Now explore for a minute to see if he is
associated with the other building.
#08: ......... ....Not really, he goes from time to
time ......into the dining, kitchen area, that's
all I see him to do with. ...........
#66: Okay.
#08: As if he, as he attached to it somehow, but not
really having anything to do with that other
building. ..... Goes over to snacking (mumble)
that's it. I don't see anything. Maybe I'm
cutting it short to him, I'm not too sure.
#66: Okay. Let's work on that complete description of
the individual associated with the envelope.
#08:
plenty of hair, thick, black hair, ..dark eyes,
...he's in pretty good shape. About 179, 180
pounds, less than 180, 170. He's ...... his build
has got to be medium,...... gold watch, .......
physically in good shape. And what else do you
want to know?
Okay. ............ About 5'9",
5'8",

say 5'9" within an inch either
way,
..black hair,
receding, or somewhat receding,
but
he still has
#66: That's sufficient, in terms of physical
description. And if I can review for just minute.
His primary activity is to supervise this operation
in the first building?
#08: Yeah, he's ah,..go ahead. .......Yes, anything
else?
#66: I want you to take a minute now to explore deeply
with this individual, move close to him, move very,
very close to him and explore very deeply with this
individual. I will wait.
#08: ....................(mumble) .......There's a
family separation or divorce, but it doesn't phase
him at all. ...... He's got somebody else ....
while he's there. I think there's a...a (mumble)
child there. ............ See a captain and major
or the equivalent. He got his work (mumble) pretty
well patent. ...Got a great deal of a..leisure
time, ah..although his work is important but he can
get most of that done in about 20 hours a week and
the rest he fiddles with ............ definitely slaf

#08: He's definitely Slavic. .....Something about,
again there's something about a separation, not
only from the woman, but from a place he should be
living,...(mumble) ..as a result of this assignment.
#66: Okay. As a result this assignment, describe the
place where he does live.
#08: .......... ..I see, I see him not living there at
all, I see him living in some ah...local apartment
downtown, and the requestor knows that. .........
