SUBJECT: CENTER LANE Interview Summary HU-1051/8313/08 (U)
1. (S/CL-3/NOFORN) On 270900 October 1983, source #08 was
interviewed by #66 concerning activities within a building
unidentified to source. The 8313 sponsor had provided copies of
photographs of the building and the surrounding area, an EEI list, and
an oral briefing of the operational situation.
2. (S/CL-3/NOFORN) For this interview source was provided with a
sealed envelope containing a selected photograph of the building. He
was asked to focus his efforts on describing the target building. He
was not provided with any other information pertaining to the site.
All other information was withheld from source for use as feedback and
cuing for subsequent interviews.
3. (U) A transcript of the interview was prepared (see Incl.
4. (U) A DA Form 341 (Agent Report) was not prepared for sponsor
because the source's data did not appear to be directly relevant to
meet the sponsor's EEI.

#66: This will be a CENTER LANE Interview for 0900 hours
27 October 1983. Focus your your attention now,
focus your attention on the building in the
photograph inside the envelope. Focusing in
present time and describe the building to me.
#08: ......... ....... ..I'm starting from the street.
.......It's an old but (mumble) city street,
.....and a ah, kind of...a European flavor and
there's a ..... black metal fence and then...towards
the building,.... 20 or 30 feet of ........ yard
and ...... .to the fence. .. ...... .Ah..only
say this because it's interfering, .... I get
a...quick a..a..flashes of white building with
a..columns and a dome, keeps winking in and out.
#66: That is not the building of interest.
#08: I know, it's just interferring. ........ Okay this
is a....three story building a.. a ..... with a..flat
roof but with a peak in the center. There is a..a
secondary street on the left wing on building.
#66: All right. I don't whether the building you're
describing is the target building in the
photograph, there are several buildings. There is
one which is central focus, the target building.
In order for me to determine that, describe the
area immediately surrounding the one you have
acquired.
#08: ...Okay, it's on a busy street. To the left of
that a building....is a...ah...ah..historical
museum or a religious building with a ........
.......... with a..with pillars and stuff.
#66: All right. This is not the target building.
#08: No, this is to the left of the target building,
could be as far as a block away, not more.
#66: Okay. Tell me about the area immediately
surrounding the terrain, immediately surrounding
this building, the target building.

#08: Ah....I'm turning my back to both of these
buildings. This is on a..busy city street, quite a
few (mumble) facing a, ..facing an area that looks
like a small park with trees and greenery.
.......And then immediately beyond that is the,
there's a parallel street and then again a series
of a buildings, city buildings.
#66: Okay. Describe now, let's check out the inside.
Describe the entrance to this building, you feel is
the target building.
#08: Glass doors as you might find in a bank. Lobby
a....there's a front receptionist and a...telephone
a..switchboard type.
#66: Describe the people to me.
#08: Say again.
#66: Describe the people to me.
#08: ...Lady receptionist with a..white and beige phone,
a receptionist who taps into offices in decoding.
...... To the left is a.....a long hall way with
various offices ........ a stone or a...a marble
a..floor.
#66: Describe the people in this building.
#08 ........Official a....government, definitely
government representation. A ...... and a military
presence.
#66: What's the raw data that makes you say that?
#08: Ah fatigues with rolled up sleeves.
#66: Describe the people wearing the fatigues with the
rolled up sleeves.
#08: .....The boots, camouflaged fatigues ... a baret.
...... The.... It should be a work uniform, but here
it's a....it's the uniform worn in this place and
it's to the supplement, greens or whatever that the
official uniform is. ........I read the ranger's
badge.
#66: Okay. Observe the activity of individuals coming
to this building and describe what they do and

where go in the building. Watch the activity of
individuals coming to the building.
#08: ......People of a..a....other nationalities.
Ah......are conducting a....are conducting
official business in a......in this ah, building
which is a...represents one government, but used as
a place for other international,..foreign national
representation--
#66: What I don't understand is--
#08: Outlets,... it's like an embassy or something, but
it's not. ....There's other, this is,..the
building is a focal point for...for government
business,.. with other nationalities or
representations of other nations coming into this
building--
#66: Okay.
#08: ---conducting business.
#66: Now, describe the area in this building where they
do this business.
#08: They go to various rooms, many on the second floor,
mostly on the second floor.
#66: Describe one of these rooms to me.
#08: .. Do you want me to go upstairs? ..........
Well ..in the a, on the second floor ~in~the
a..about the center of the building is a
big....well it's a big conference room. There's
a... huge a..big a...table, um wood, very shiny,
very official looking room. ..The a, the
impression of a multi-national representation, is
specifically foreign in this case It keeps coming
back for what it's worth. .........
#66: All right.
#08: (mumble).
#66: You want to prepare for a movement exercise now?
#08: Go ahead.
#66: Okay. I don't think from your description that
this is the building of interest to us this morning.

#08: Okay.
#66: I want you to move high above the city and describe
the city to me.
#08: ....... .Okay, to, to the left is a..a pond,
it's not big, it's water, you know a fresh water.
Moving in to the right from that water...is a
building with columns and keeping moving more to
the right is a monument,..with a broad base and
tapering off into a point. .........
#66: Can you describe the city to me.
#08: College.
#66: Start with the terrain around the city.
#08: It's very dense On top of the city.
#66: Okay, is it dense on all sides of the city or just
one side?
#08: Yes, it's a ........ before hand there's a park area
to the right if you want.
#66: Okay, what's to the left?
#08: What I just described, the buildings, the monument
and--
#66: Okay, you need a higher perspective.
#08: Huh?
#66: You have to go up much higher, to where you no
longer see individual buildings, but cities.
#08: All right. There are definitely hills and high
hills outside the city to the north.
#66: Okay.
#08: In fact it extends in a huge semi-circle to the
east I guess. ......To the west and beyond the
hills in this a....there's a...road or railroad,
which is a main artery connecting this city with

other places. .....And beyond that is a. wooded
area with lakes until you come up to a some high
mountains there. This portion, I guess is
surrounded by mountains.
#66: Okay, look back the other direction, one side has
mountains on it, what's on the other side of the
city?
#08: ......The, ah, hills separate and taper off with
access to another city or something. ........We're
wasting our time here.
#66: I can't seem to orient you here on the city. I
can't get a descripter by which I can then focus
from on the city. See if there is anything, I'm
going to give you a few minutes to explore on your
own. And see if there is anything there behind,
behind your descriptions that wants to come out.
#08: ................. ......My impression, the last
impression and this is the last try. My impression
is you want to talk about a government official
that's about 6'2", he's balding and he's in
a..maybe early fifties, mid fifties. ......He has
a ..... a government meeting or a pact. And this
guy coming out of a building into a long limousine,
self satisfied and content. ..He's a not
American but he's..... something about an alliance
here ............ I think we better just stop.
#66: I'd be interested in knowing about this alliance
and what his contentment is.
#08: ...... His contribution to the pact represents about
a....20 or 30% effort. .........I think we can get
a (mumble). Granting concessions on
the one hand but obtaining maximum power on another.
#66: Tell me about the pact.
#08: ...It's multi national. It's really, it's really,
it's really nationally with two countries, but
we're involved, makes it multi national. Silly as
this is going to sound,I got to say it. ........
Okay this pact.... It roughly centers around the,
oh, withdrawal of forces and concessions obtained
in return.
#66: In this, go on. Where are these forces to be
withdrawn?

country involved. And despite the agreements from
this base, Theyre going to try and crawl back in.
