SUBJECT: CENTER LANE Interview Summary - HU-1040/8310/08 (U)
1. (S/CL-3/NOFORN) On 290900 September 1983, source #08 was
interviewed concerning the activities of an unidentified suspect
between the hours of 0700 and 0830 on 2,; July 1983. The project 8310
sponsor had provided a photograph of the suspect (see Incl 1).
2. (S/CL-3/NOFORN) For this interview source was shown the
photograph provided by sponsor and directed to focus his attention on
the suspect during the appropriate time. No other identifing data was
provided to source. All other information was held for use during
subsequent interviews.
3. (U) A transcript of the interview was prepared (see Incl 2).
4. (U) A DA Form 341 (Agent Report) was prepared for the sponsor.
This report related the salient points of the interview. (see Incl 3).

29 September 1983. Relax and concentrate now.
Relax, relax, relax and focus your attention solely
and completely on the individual in the photograph
I've shown you. Move your perceptions through
space and time to the morning of 23 July 1983, 23
July 1983, between 7:00 and 8:30 in the morning.
Focusing on this individual, describe his location
to me.
#08: The first impression is that of a very dark wall of
marble, grayish, black colored wall and he's
a ...a ...sitting a..within the a ...within the
enclave of that room. The a .......the a ...the a ...
......:.the a...the a..table is heavy, thickish,
pedestal type table. He's is a ...hanging on to a
..there's concern, there's concern about the
package he is carrying.
#66: Tell me about the room area around him.
#08: The a....This is a public type area because. there
is this outer wall that's...marblish, then sort
inner circle, sort of a perimeter where people
walk, right inside there, a trellis or ring type
wall, decorative wall. ...And the center of that
entire area is kind of desolate, there's not too
many people around.
#66: Okay, he's sitting at a table in this rather public
place, what is his activity, what's the normal
activity that takes place here?
#08: Well, he's just seems to be a...let's just see.
The a lack of activity,there is an absence of
activity around him. .....The ...the concern, I
bring you back to the ongoing (mumble)(mumble) this
direction, but the concern is about ....ah ........a
package he says he's carrying within the case.
It's about, it contains .....written material that's
about-two or three inches thick. .........

this .
#08: All right, go ahead.
#66: Inventory for me the items that he has with him at
this public place, sitting at the table.
#08: Say again.
#66: Inventory or itemize the things he has with him.
#08: Okay. I see that, that envelope I described in a
case. .........The envelope is brownish and light
tan. .........Also in the a. case are notebooks
and there's a black.... closed.... a leather case
with a....with a ah...calculator. .....The small
a.. notebook,...2x2, 2 inches wide about 4 inches
long,...opens from, ....opens from the side.

#08: From right to left.
#66: Are all things carried or kept by him inside a--
#08: --The case.
#66: Inside, I assume you mean some sort of attache case?
#08: Yeah.
#66: Other than the attache case and its contents which
you've been telling me about, is there anything
else that he has with him?
#08: ......The a........... he has a black leather strap
on the right shoulder. ......he's carrying a
...binocular or a camera type case.
#66: All right. I'd like to review a minute here.
Don't lose concentration on the target, but I want
to review. On 23 July between 7:00 and 8:30 in the
morning, we have him sitting in a public place,
about which there's not much activity at the
present time, sitting at a table. With him he has
an attache type case which has several items in
it. He also seems to have a strapped binocular or
camera type case with him. All right.

#66: Now, we want to move through time and tell a varied
event of interest happens there, is something that
we're investigating here that's, that we suspect
may happen here within the next several minutes.
So I want you explore through time now, very slowly
in this setting and see if of anything of interest
happens.
#08: Only in the specified hour?
#66: Yes .
#08: ..................Okay, the a ..the impression is
a..relatively a small green plant in mulch ...... I
got to get this out, in a ......the plants are not
in the ground but raised, .....on a shelf, ..it's a
decorative and man made.... plant ............. It's
hard for me to see whether he's dropping or picking
#66: Describe the item.
#08: :--A small .....black, tubular, ...item that
is in the, that is pushed in the mulch, in the
corner of the box, and.... can be felt within one,
within two inches, an inch and half. This is a....
..........like a cigar or a....tubing canister.
#66: Okay ....... Is this planter in the immediate area
here?
#08: ..It's to the, Ha, it's to the..left of the
table, it's a decorative plant, maybe six or eight
yards away. There's an, there's an open air
atmosphere around this entire thing.
#66: Okay.
#08: ...A garden type atmosphere.
#66: Okay, I want to approach the situation here from a
different method. Okay, here he is sitting at this
place.
#66: Now he's got his attache case and his thing on the
strap and you say it's a camera, binocular case?

#08: (Affirmative nod).
#66: I interested in the camera or binocular case. Move
close to him and ask him about this, this thing on
the strap, okay?
#08: ...Of photographs, spools, photographs, . bout
ships .
#66: Say again.
#08: About ships, waters, port. ......Also the....
reflects..something about illegal activity.
#66: Break that out.
#08: ... Arms,.... and shipments,........ Photographs them
(mumble) gunboats.
#66: Ask him what is going to do with the camera.
#08: ...Pass them and sell them ........ In fact
that's` where, why he's where he is now.
#66: Okay. Now, in a more simplistic sense, ask him the
simple activity that he must do with the camera.

going to bring it to room and he's going to leave
it. .............. It's because I'm so insistent,
..he's telling me about a photograph of a bald
headed man that's on one of the ..... negatives.
#66: What does he say about---
#08: ---Trying to impress me with the importance of this
personality.
#66: What does he say this other bald headed man?
#08; This is a.... a...man a..the ministerial level, in
some (mumble)...... whom he deals with .... quite
illegally.

#08: ......Okay, what do you want to know?
#66: Okay, does he have his camera with him?
#08: ..No, there's this, as soon as you say that,
there's a great sense of relief.
#66: Ask him what happened to his camera.
#08: . ... ......It's left behind a.... It's no longer
his, it's left alone, at the hotel, that place
where he stayed.
#66: All right. Does the place we were yesterday, 22?
#08; No.
#66: Okay, I want to rephrase the question now. Ask him
what he tells other people about his camera, about
where his camera is.
#08: .........He told them it was stolen.
#66: Ask him why he tells others it was stolen.
#08: .....'cause they wouldn't buy the truth.
#66: Ask him what is the truth.
#08: .......Something about ..... about something that can
be shared . .................
#66: Break that out. Break out something that can be
shared.
#08: .The a ... ..I don't know if I can...., instead
of having exclusive use out this thing by one
party. There's a second interested in the same
type of, interested in same information about....

He simply said the second interested in the

whatever.

somebody that his camera's stolen, because they
wouldn't believe the truth. He knows the truth to
be that there is a second party interested in the
information?
#08: Yeah, that's what he wants to do, get it to that
second party.
#66: All right. I want to return now to the setting of
the morning of the 23rd of July 1983--
#08 Go ahead.
#66: --In a public place, at the table.
#08: Yes.
#66: All right. In this briefcase you said there was an
envelope that he was concerned of?
#08: Yeah.
#66: Tell me now of this envelope.
#08: .........It's a study, ..... an inch and a half, two
inches ........... Can the a...the impression is one
of about boats, about a....boat facilities.
#66: Break out what, what's the raw data that makes you
say boats, tell me now.
#08: I looked into it and I wanted to get an impression
of what it was about.
#66: Um, um. And what is it that you had as an
impression?
#08: Boats and ports facilities,... at least the first
impression.
#66: All right. Ask, rather than looking into the
document, ask him what it is about, ask him what
this study is about and why is he so concerned?
#08: ???. .. .........Well ...... has to do with coastal
facilities, the...the entire border, a length of a
country or portion of a country, its coastal
facilities on that ocean. ...............That's
about all I can get.

#66: Okay. Now let's turn away from the objects that
he's been carrying and his activities at the
present time and focus on this individual and the
photograph I've shown you, focus on him.
#08: Right.
#66: Beyond and outside of his present environment on
the 23rd of July. When he's in his normal work
place, when he is doing his job, describe his job
to me, describe what he does for a living.
#08: ...............Well, he's a road man and he travels
a lot. He's a--
#66: Okay, again not in his--
#08: Yeah, yeah--
#66: He's traveling now--
#08: Yeah, I know besides that he's works for
#66: Okay. And when he is doing his job what he's noted
for, what is it that he does, describe his work and
his environment.
#08: It's a company and he just comes from one
assignment to the next. .....And he's on
the,...he's at the mid level a, executive level,
that he's supervises over.
#66: Okay.
#08: It's a commercial firm.
#66: Let's approach his profession from an another
angle, examine his educational background.
#08: ........He's beyond high school, he's got only a
couple, but he's only got a couple of years-of
further studies. He's really operating on and from
practical experience, forceful personality, ability
to resolve problems,...and become the executive.
He's a doer. .....................Contracts but
a ...............That's all I get, I can't push it
anymore.
