SUBJECT: CENTER LANE Interview Summary - HU-1033/8308/01 (U)
1. (S/CL-3/NOFORN) On 230900 August 1983, source #01 was interviewed
concerning personnel, activities, and equipment within a building
unidentified to him. The project 8308 sponsor had provided geographic
coordinates of the building and photograph of the building (see Incl
1) .
2. (S/CL-3/NOFORN) For this interview source was provided the
coordinates of the building. Other information provided by the
sponsor was shown to the source after the interview as "feedback"
since this interview provided the essential information required by
sponsor.
3. (U) A transcript of the interview was prepared (see Incl 2).
4 . (U) A DA Form 341 (Agent Report) was prepared for the sponsor .
This report related the salient points of the interview. (see Incl 3).

sign wave, goes into the earth. Second wave is
a...extreme high energy pin point type wave going
out parallel to the ground...from reflectors,
regenerating reflectors. See a lot of
cooling ...tubes or pipes, ...feeling of water, ..a lot

Surface.

the area, 200 yards west of main building. I have
no further questions concerning this site. However,
I would like to provide you now the time to explore
on your own, beyond the confines of my questions.

horizon attitude,...it's slight slant bank to the
walls of the building. That's all I get.

DRAWING EXPLANATION
#01: Okay, the drawing is a, kind of at my idea of the
representation of this target with the large
reflector type device affixed to the target, this is
the east, east device. I'll call it east reflector
that comes out about 50 feet from the building. The
building is a lot larger than I depicted it for some
reason, I just drew it little. Going west there's
another one of these east reflectors. It's all like
going---
#66: Did you hear what just you said?
#01: Yes.
#66: You said going west there's another one of these
east reflectors.
#01: I'm sorry. There' s one in the west and one in the
east. The one in the west is farther away than the
one in the east. There's apparently a lot of
underground facility here as well, underneath this
large concrete pad. There's a necessity for a great
deal of cooling or least the use of coolant fluids
,inside the building, I can't draw the inside of the
building unless I really go to a specific area
because it is just a morass, a great mass of or mix
of personnel and activity and equipment. This is
rack after rack after rack of these square wave
analyzing of oscilloscopic type devices and people
going here and there and adjusting things, and wires
everywhere and cables and it's just a mass of
electronics in this place. So I can't really do
that, I could probably go back in and pick out a
specific area and try to put something together,
but--

#01: From this session, I can't do that. I guess that's
about it. The personnel are a mix of technicians
and engineers and some, you know, common labor
types, but--
#66: How was it, I think you said something very curious,
how was it you told the difference, what was the
basic difference between--?

#01: The basic differences that were in different colors.
#66: The clothing is a different color?
#01: Yeah, the clothing is primarily different colors.
There's only two types of clothing I'm seeing, I'm
seeing like coveralls, zip-up coveralls and suits
and they're all different colors.
#66: Okay.
#01: The activity is predominantly a collection,
targeting type activity with electronics apparently
aimed at or received from a satellite system which
is made up of ten to twelve satellites in fixed
orbit acting as a net. Has something to with
location or targeting or something to that effect.
And it is a very low attitude to reflector on the
horizon, it's like over the horizon type stuff. The
equipment is predominantly analyzing type
equipment. Equipment breaking out multichannels,
square wave type signals or translating square wave
multichannel type signals.

AGENT REPORT

On 23 August 1983, Source KIU-01 was interviewed concerning
personnel, activities, and equipment within an unidentified
building. Source stated substantially as follows:
Inside the building there were several floors, open bays
and exposed structural steel. Electronics with plates and
wire grids (not further identified) and cooling tubes or pipes
were also present. The building was associated in some way
with a very large reflector which pointed west (not further
identified).
East of the building there may have been underground
storage tanks (not further identified) and an underground
structure with more equipment, more electronics" (not further
identified). There may have been corridor type tunnels to the
main building from here.
Personnel in the building were both military and
civilian. Approximately 20% of the personnel wore white
"coveralls" and 80% "dark suits, coveralls" (not further
identified). The color of clothing determined their job,
"engineer versus technician" (rot further identified).
Activity in the building involved the intercept and
measurement of multichannel square wave signals (not further
identified) from perhaps as many as ten to twelve US
satellites in fixed orbit acting as a net (not further
identified) . This activity involved the use of "regenerating
reflectors" (not further identified) with "low horrizon
