SUBJECT: CENTER LANE Interview Summary - CL-1019/8305/08 (U)
1. (S/CL-3/NOFORN) On 260800 May 1983, source #08 was interviewed by
#66 in an attempt to obtain information relevant to a meeting
scheduled for 26-27 May 1983. The project 8305 sponsor had provided
the names of the parties of the scheduled meeting and the name of the
meeting location.
2. (S/CL-3/NOFORN) For this interview the participants at the
meeting were unknown to source and were identified only as Person A
and Person B. The names of these individuals were sealed in envelopes
and the envelopes were labled A and B. The location name and map
showing the location were sealed in an envelope and the envelope was
labled C. Source was asked to describe the meeting between A and B at
location C on 26-27 May 1983. No further information was provided to
source as the collection plan called for the use of this information
as "feedback" and cuing for possible subsequent interviews.
3. (U) A transcript of the interview was prepared (see Incl 1).
4. (U) A DA Form 341 (Agent Report) was not prepared for the
sponsor. Information related by source did not appear to be relevant
to the meeting in question and would have been of little or no value
to the 8305 sponsor.

26 May 1983. Relax now, relax and concentrate your
awareness. Focus your attention on the A, B, C
event of today, 26 May 1983 and describe this event
to me.
#08: ....I have this persistent.... impression of..one of

#66: Go ahead.
#08: This is a...short man, very dark hair, black
hair,..and a mustache, in a..a military uniform...
and very neat, very neat uniform. The man is in
his,..in his-early 50's. He's a....he's a..Latin
American a ......This whole thing is..in focus on

#66: All right, that's fine. Now that you found the--
#08: Do you have any questions on him?
#66: Yes, I understand and perhaps the only question
that I might have is, is he principal A or is he
principal B, for principal A's description is
critical to this operation?
#08: Let me ask that question. ....... He is A.
#66: All right. That's very good, for that answers one
of the elements, one of the EEI this operation.
Now that we've identified A, let us move to only
that event of A and B together.

#66: The event of A and B together? If you can, start
with the physical description of the area where
they come together.
#08: I must be very careful. .....There is water around
the-from the very high overview, there's is
water...on the west there is water, on the
right-the mass, the mass of land in between. It's
like a half circle on the right. (sigh) This
is,..(sigh) this is Central America.
#66: Okay. I'm more interested in the actual place of
the meeting, the building or the room or that kind
of thing.
#08: You said that there were other people, there are no
other people-in this particular meeting. ...This
meeting is a....in a separate room. There are
wooden chairs, almost old fashioned wooden black
chairs with-rungs. There's a...the colors are
very vivid, the colors. The..top of the table is,
the table is black. the cover covered by a red
a.. .tablecloth. ......It's great deal.. .The color
black is associated with the furniture.

#08: The walls are,..the impression is..very Latin
American, very splashy colors.
#66: All right. Before we go further, tell me about the
building that this room is in.
#08: Ah......I see a....I see a chateau type old
building ...in a country atmosphere, i see
a.... black a..iron fence-something.
#66: When you say chateau type atmosphere, am I correct
in assuming you mean a central building surrounded
by some sort walls?
#08: No, the building is surrounded by a..an iron fence.
#66: All right.
#08: Iron barred fence with the runners going up and
down and a gate at the end of a long driveway, 70,
80 yards.

#08: It's..It's..it's oval- stone, established

#66: Okay, that's it.
#08: --And the driveway is curved.
#66: Okay, that's a sufficient description. Now let's
go to the meeting itself, the meeting of A and B
occurring today.
#08: Yes.
#66: And I'm interested in the ebb and flow, the tide of
the meeting as it proceeded.
#08: .....I get some subtleties if you want them.
#66: Go ahead.
#08: ......The man in gray has a great deal to offer.
He's in the...he's in the realm of illegality.
The-the man with the..a typical, neat, neat
uniform. He really doesn't want this guy's help,
but he sure is listening hard.
#66: Okay. I would like to confirm something here. The
offering of the man in gray, which we call B, the
offering of the man in gray is for an activity as
opposed to offering an object of some kind?
#08: No, it's both. The activity is...illegal.
..The...if the, Let's call the man with the black
mustache the host, because that's what he is. if
the host accepts the aid, he also accepts the
presence of the man in gray and his activity,
that's what he does not want, thus his reluctance
to accept. And he knows it can be very harmful, if
it is known that he has accepted...the presence of
