I OBJECTIVE (U)
(S/NF) The objective of the Operations Task is twofold: (1) respond to the Quick
Reaction Task (QRT) requirements in support of the DoD Psychoenergetics program as a
whole, i.e., the preparation of special briefings or reports needed on a quick turnaround
basis, and (2) pursue RV application tasks that are of interest to the intelligence
community--to determine the potential for application in U.S. efforts, and to provide data
that are useful in assessing the threat potential of corresponding Soviet applications.

II QRT DOCUMENTS (U)
(S/NF) In support of the overall DoD Psychoenergetics program effort, SRI
International is tasked with providing, on a quick-reaction-task (QRT) basis, documents
required for special-purpose briefings, proposals, and so forth. Given the archival data base
built up over the years (and now available from SRI), such requirements can be met with a
minimum of preparation time. In this section, we outline the documents provided on this
basis during FY 1984.
B. (U) "DoD PSYCHOENERGETICS PROGRAM R&D (U)"
(SRI/GF-0262, Dated 21 November 1983) SECRET/NOFORN
(S/NF) A 45-page document (see above title) was prepared in response to a
requirement from DIA's Directorate for Scientific and Technical Intelligence. The
document provided an outline for a systematic, integrated approach to the pursuit of R&D
efforts in support of the DoD Psychoenergetics program for FY 1985 through FY 1989.
(S/NF) Beginning with an outline of the purposes of the DoD Psychoenergetics
program (to assess the potential for U.S. applications, and to determine the threat potential
of corresponding foreign efforts), the document then provides definitions of various categories
of psychoenergetic functioning, provides the history of the program, then lists the key findings
up through the program review by DIA at the end of FY 1983 (which included review by an
outside scientific panel).
(S/NF) The document then goes on to outline a proposed five-year $11.5M program,
including scope, objectives, resources required, a proposed program management structure, a
list of potential support centers, plus timing and funding levels. This is followed by specific
tasking for both basic and applied research. Finally, appendices on potential DoD
applications and a summary of USSR and Chinese investigations are included.

C. (S) "DoD PSYCHOENERGETICS PROGRAM: REPLICATION (S)"
(SRI/GF-0260, Dated February 1984) SECRET/NOFORN
(S/NF) A 45-page document (see above title) was prepared in response to a
requirement from DIA's Directorate for Scientific and Technical Intelligence. The document
provided a summary of the major replication efforts in psychoenergetics research in the U.S.
(S) The document begins with a short history of the DoD Psychoenergetics program,
defines the two major areas of investigation: remote viewing (RV) and random number
generator (RNG) psychokinesis (PK), and then provides a summary of the major replication
efforts in these areas, including major institutions involved. Bibliographies of the 28
published formal experimental series in RV, the 214 published formal experimental series in
RNG PK, plus the two major psychoenergetics publications appearing in the Proc. IEEE
(Institute of Electrical and Electronics Engineers) were included in the appendices of this
document.
D. (U) "NIC TECHNIQUES (U)" (SRI/GF-0261, Dated 23 February 1984)
SECRET/NOFORN
(S/NF) A nine-page document (see above title) was prepared in response to a
requirement from DIA's Directorate for Scientific and Technical Intelligence. The
document outlined tasking for an applications-oriented RDT&E effort for FY 1985 in support
of DoD psychoenergetics efforts.
(U) The document lists program requirements, guidelines, specific objectives, specific
tasks, and task funding distribution. Also included are biographies of the SRI personnel who
will be on the project.
E. (U) "NIC TECHNIQUES (U)" (SRI/GF-0264, Dated 24 May 1984)
SECRET/NOFORN
(S/NF) A ten-page document (see above title), along with a six-page support
document concerning contractual provisions was prepared in response to a requirement from
DIA's Directorate for Scientific and Technical Intelligence. The document responded to a
request for proposal (RFP) for a FY 1984-FY 1985 $600K program in support of DoD
psychoenergetics efforts.

(U) Included in the document was a statement of work (SOW), which outlined specific
tasks for FY 1984, security requirements, deliverables and delivery schedules, and contractual
details on specific cost breakdowns.
F. (U) "PSYCHOENERGETICS RESEARCH (U)" (SRI/GF-X0118,
Dated 7 August 1984) SECRET/NOFORN/WNINTEL
(S/NF) A 61-page document (see above title) was prepared in response to a
requirement from DIA's Directorate for Scientific and Technical Intelligence. The
document provided a comprehensive summary of the psychoenergetics field and its
responsiveness to intelligence community requirements. As such, the document could
constitute a stand-alone briefing report that would provide a definition of the goals, purposes,
findings, and the application potential of the DoD Psychoenergetics program for the
uninformed "decision maker."
(S/NF) The report begins with a description of the establishment of the GRILL
FLAME program at SRI International in 1980, the purpose of which was to develop
procedures that would apply psychoenergetic abilities to intelligence problems. A three-phase
program to meet this requirement is outlined: Phase I, reliability improvement; Phase II,
authentication; Phase III, development of in-house capability.
(S/NF) The report then provides an outline of the science of psychoenergetics-
including a description of open-literature research efforts, institutions and university programs
involved (free-world, Chinese, and Warsaw-pact), and a science panel review of the major
SRI programs. Following this is a short history of the DoD Psychoenergetics program
effort-including funding history and a review of the three-year GRILL FLAME program (FY
1981-FY 1983). Included in the latter is a listing of GRILL FLAME reports and briefing
schedules. Elements of the present DoD Psychoenergetics program are described, along with
examples of its application to intelligence community problems. The document ends with a
projected future goal structure and time-line, and an assessment of probable psychoenergetics
applications.

G. (U) "PSYCHOENERGETICS PROGRAM (FY '85)" (SRI/GF-0266, Dated
September 1984) SECRET/NOFORN
(S/NF) A 12-page document (see above title) was prepared in response to a
requirement from the Army Medical R&D Command, Ft. Detrick, Maryland. The document
outlines a one-year $2M R&D program in support of DoD psychoenergetics efforts, and
addresses tasking--both at SRI as prime contractor, and at a host of other organizations as
subcontractors.
(S/NF) The document includes an introductory section outlining definitions of various
psychoenergetics phenomena, a short history of the DoD program, a description of the
present data base, and future program goals. These are followed by a description of the
proposed program and tasking--including program scope, objectives, resources, and
overview--along with specific tasking in the areas of planning, human-use guidelines/routine
medical monitoring, RV methodologies, psychokinesis studies, RV search/tracking,
screening/selection, psychoenergetic correlates, RV training methodologies (applications), and
modeling of psychoenergetic phenomena. Finally, a preliminary estimate of cost breakdown
is provided.

III OPERATIONAL RV TASKS (S)
(S/NF) To meet program objectives, one of SRI's tasks is to investigate U.S.
capabilities in applied RV to (1) determine the potential for application in U.S. efforts, and
(2) provide data that are useful in assessing the threat potential of corresponding Soviet
applications. In reponse to this requirement, SRI has pursued application tasks that were of
interest to the intelligence community, and has contributed RV-derived data in reponse to
quick-reaction requirements set by representatives monitoring the progress of the work.
(S/NF) The format for performing operational tasks is as follows. A request for
information concerning an operational target is transmitted by members of the client
community to the DIA representative the Psychoenergetics program's
Contracting Officer's Technical Representative (COTR) in residence at SRI, Menlo Park.
The COTR then provides an SRI experimenter with whatever targeting information is
appropriate (e.g., coordinates, photos). Special precautions are taken to ensure that both the
SRI experimenter and the remote viewer (RVer) are kept blind to information that could (in
principle) result in a false positive for the experiment. In some cases, the COTR or other
client representative is present in the RV chamber during the session, or they may observe
the session on a video monitor outside the chamber.
(S/NF) The tasks performed during FY 1983 (discussed below) are listed in Table 1.
Additional detailed data are provided in the operational Task Summary Sheets provided in
the appendix. Complete documentation is available through proper security channels on a
need-to-know basis.

1. (SINF) Search Task, U.S. Embassy, Moscow (JS #43)
(S/NF) A requirement was forwarded to SRI through the COTR (from DIA's
Directorate for Science and Technology), to conduct a search for surveillance devices which
might be implanted in the new structure that will house the U.S. Embassy in Moscow.
Information provided to SRI consisted of (1) the number of floors (eight), and (2) the
universal floor plan showing the locations of the elevator shaft and the support columns.
(S/NF) Five experienced RVers provided data in response to this requirement:
Numbers 009, 177, 557, 592, and 688. Each was briefed as to the goal of the task, i.e., to
determine the locations of potential surveillance devices. The briefing document read as
follows:
"Objective: To locate and identify possible surveillance devices in a particular building of
interest.

? Annotate drawings to show location of device(s) and the interconnections

? Describe device type (acoustic, EM, high-frequency, etc.) if possible.
? Locate depth of device in concrete floor/ceiling (may vary from 6 to 12
inches thick).
? Sketch other aspects of area where device is in order to facilitate its
location (i.e., how near the wall, configuration of floor and design aspects,
etc.).
? Start with top-floor ceiling/roof and work down. Consider ceiling of 7th
floor same as floor of 8th floor."
(S/NF) The data generated in reponse to this task were forwarded to DIA (DT-5A) for
appropriate evaluation and disposition.
2. (S/NF) Search Task, U.S. Envoy to Beirut, Buckley (JS #44)
(S/NF) A requirement was forwarded to SRI from-DIA (DT-5A), to conduct
an RV search for William Buckley, U.S. Envoy, who was siezed in Beirut, Lebanon, on 16
March 1984. For targeting information, reference was made to a New York Times article
dated 17 March 1984, which contained known data, along with a photo of the target
individual.
(S/NF) Three experienced RVers provided data in response to this requirement:
Numbers 009, 198, 537. Each was briefed at some stage of the operation about the goal of
the task, which was to determine the location and other particulars concerning the status of
the target individual. The RVers responding to this task each used a specific (and different)
technique developed in other tasks in the Psychoenergetics program. The information
developed was forwarded to DIA (DT-5A) for disposition and evaluation.
? (U) RVer #009--Experienced RVer #009 was targeted in a standard RV
format, using an abstract targeting method (the word "target"). The initial
response was performed entirely in the blind as to the purpose of the task,
which is typically the case in the use of the abstract targeting procedure.

After providing data on the characteristics of a location intended to be
responsive to the overall task requirement, the RVer was then told that the
task involved a missing individual. At that point, without further input,
additional data were provided as to a description of the individual and his
location.
? (S/NF) RVer #198-RVer #198 was fully briefed on the task requirement,
and was given the NY Times article and maps. Using a binary-tracking
technique under investigation in another portion of the SRI program
(Search), considerable information was developed on the present status and
location of the individual. (Binary tracking: A or B, A or B,...? through a
"tree" of possibilities-e.g., alive or dead? health good or poor? ...in
Beirut or not? ...). Follow-up debriefing by DIA (DT-5A) personnel to
obtain further information was pursued.
? (S/NF) RVer #531--Fully briefed, RVer #531 conducted a search using a
computer-assisted-search (CAS) technique being developed on the Search
Task. For this approach, a map of Lebanon was divided up into 20
roughly-equal-area segments, randomly numbered. A computer program
(basically a ring counter) is initiated, which counts 1, 2, 3...21, 1, 2, 3...
at a millisecond dwell time per number. The numbers 1 through 20
represent the 20 map areas; the number 21 represents the option "none of
the above." The task of the search RVer is to interrupt (blind) the ring
counter by button push at the (unknown) "target" bin. This is done on a
repetitive basis, with selections accumulated in a memory register. After N
trials (50 in this case), statistically significant "bumps" in the distribution
of potential target bin entries are read out as candidates. In this task, a
statistically significant (p < 0.05) accumulation of entries was collected in
two of the bins; these choices were passed on through proper channels.
(S/NF) With regard to the overall concept of operational RV tasking, remote viewing
by SRI and SRI-trained client personnel has, in many cases, provided useful descriptions of,
for example, East-Bloc targets that are of interest to the intelligence community. Evaluation
of the results by appropriate intelligence community specialists indicates that, by this process,
RVers have been able to generate useful data that have been corroborated by other
intelligence assets. Documentation for these conclusions can be found in the following

The floors/ceilings are constructed from prefabricated reinforced concrete
panels. Six of them fit within a 6 by 6 m square (p. #5). Within each and
every one are hollow pipes superimposed and adjacent to the reinforcement
bars. The pipes are filled with a liquid like substance and the sensors are
located at the junctions of the pipes. The pipes are on the ceiling side of
the panel (pp. #1, #3).
The hollow pipes are standing wave resonators. Depending upon the direction,
there are two separate resonant frequencies. The panels are designed to
work in conjunction with some other sensor system. One panel on each floor
is a mass of wires and electronics (p. 1).
Each panel has a series of depressions containing a bar with which to
suspend a false ceiling. These are connected to the pipe array, and when
the lighting system is installed, the electricians will supply power to the
array from the lighting fixtures (p. #3).
The signal will not radiate from the building, but will be sent via a cable
within a sewage or water pipe to the outside (p. #2).
Pages 6 to 14 show the location of the special electronics panel for each floor.
RVer 009 reports low confidence in their locations, but high confidence in the
general panel network (verbal data to the monitor).
To find sensors, 009 suggests either to cut panel in half, or contact
Dr. Paulsen at Lockheed Missiles and Space Co. to obtain a small hand-held
backscatter X-ray device (p. #4).
Remotely-activated archival tape recorders can be found within the walls of
the old facility across the street (p. #2).

Session I
16 July 1984
RVer provided the following initial data:
Individual of interest was alive, in Lebanon but not in Beirut proper.
Rather, he was located to the south of Beirut with an initial estimate of 8.7
miles (see later). He appeared to be in a 3-story house, located in the third
floor. Individual appeared to be in fair health (some trouble with the res-
piratory system), was emotionally depressed, but had not been tortured. He
is being guarded by 5 people (Syrians) on a rotation basis. He has been moved
three times.
Session II
17 July 1984
With newspaper article (including photo) and a map of Lebanon available,
RVer provided the following additional data:
Individual is still alive, at same location as yesterday. He is not
going to escape, but will be released by his captors in September, around
the 22nd. He is being held in a small village, not a city. It would not
help to contact people in town because, although they know someone is being
guarded, they do not know whom. The building is of concrete block type con-
struction. Although the captors holding him are Syrian, the people who live
in the house are not.
In the opinion of the viewer, the location will not be discovered by
Americans, although they will be close.
The individual has been in the present location for 19 days. (The RVer
thinks that one of the previous locations may have been in Syria, S.E. of
Damascus.) Present location as determined by map tracing work was given as
a town S.E. of Beirut, called Jdaide. This can be reached by following the
coast road south from Beirut, turning inland (east about 2 miles south of
Damour, and going east through Deir el Qamar to Maasser Beit ed Dine. A
right turn to switch back S.W. turns into a road going south to Beit ed Dine.
South from Beit ed Dine a few miles leads to Jdaide slightly to the S.E.
RVer says that individual will be released in Beirut proper just south
of (across the street from?) the Commodore Hotel.

1. Computer-assisted-search (CAS) technique used, in which map of
Lebanon is divided into 20 roughly-equal-area segments. A ring
counter program in a computer is initiated which contains numbers
1, 2, 3 ... 21, the number 1-20 representing the 20 map segments,
the number 21 representing "none of the above." The task of the
RVer is to interrupt (blind) the ring counter by button push at
the (unknown) "target" bin as they circulate in the ring counter
with one-millisecond dwell times.
2. A collection of fifty trials resulted in a statistically
significant "bump" in the distribution of potential target bins.
This, and a close second choice were forwarded to DIA SG 1J
(DT-5A).
