CENTER LANE currently rides the leading edge in the
operational use of this emerging technology, indeed, drives the
U.S. state of the art. If funding should be discontinued, this
crucial momentum would be lost, and the national intelligence
community would lose a valuable, unique, and cost-effective
collection capability which now allows penetration of targets
inaccessible to any conventional system. The long training
lead-time required to develop source personnel would make later
resumption of a viable program extremely difficult and time
consuming.

During the last five years of INSCOM'seffort in psychoener-
getics, they have conducted over 700 operational intelligence
collection missions in support of more than 92 collection
projects, and managed four source training programs -- all with
a limited number of personnel and at a cost to date of only
$703K.
