MEMORANDUM TO CHIEF O `STAFF
SUBJECT: Project CENTER LANE
Attached, forwarded as an item of interest.
It reflects our ODCSOPS current thinking
regarding subject and where we think we ought to
go for the reasons stated. My only amendment
thereof is as shown on Colonel Miller's cover
memo which would put you squarely in the middle
of this action. So far as I can tell, this is
not a crash action and we won't have to take any
precipitous moves at this time but I do concur
in the direction outlined here
