1. FOLIO) On 26 Aujust 1982, from O8OC1 to 0845 hours, MG Albert N.
Stubblebine III, CG, INSCOM was given a briefing concePn.ing termination
of GRILL FLAP'IE funding for FY 83. Briefing was arranged by COL Miller.
Attendees were:

Mr. Jimmy Garrett Deputy, DCSOPS
2. (FOLIO) CG was given a copy of the termin?~tian memo provided to
OACSI by GDIP Staff (incl 1). (Pram his initial reaction, I think this
was the first time he was told of the funding termination)>
3. (U) A briefing with options was then presented (Incl 2).
4. (S) CG's philosophy for future Activity:
a. Plan to re-enter in FY 84 as INSCOM.
b. Protection (OPSEC) ie mare important than positive callectiari.
5. (S/NOFORN) CG'e guidance for FY 93 program.
a. Contact NSA. Determine if we can "barrow" 7 spaces,-and $254K
for I Year. We wi11 provide: People, full caoperaian, tvt~al knowledga~,
run their operational targets, be overt, i.e. their not identified.

b. Contact MG Rappmund, OSG ~- DeterminQ if we can borrow 7 spaces,
for 1 year. We will provide the people basis For his RED effort. (Don't
~i.ve up operational control).
c. Contact. MAJ (John) Caok. Read him an to GRILL FLAME. Tell
him we need 7 spaces and $25OK for 1 year.
d. Contact COL Craft, (DCSRM). Determine what 7 spaces and $24OK
does to INSCOM.
6. (U) Following briefing,. Mr. Garrett tod COL Mi11er and I that he
would handle the canted with COL Croft.
