MEMORANDUM FOR THE ASSISTANT CHIEF OF FOR STAFF INTELLIGENCE, USA
SUBJE CENTER LANE Funding (U)
(S) For the budget forecast, I have assumed that-CENTER LANE can reach
full operational capability in FY 1985 and that Congress will agree
before mid-November to its use as a national intelligence asset. I will
protect FY 1985-1989 resources for it if you will agree that:
-- Array will continue parallel capability development in Programs 2
or 6.
-- If we do not have agreement of key authorization.and
appropriations committee members by mid-November, the protected resources
revert to the Program Manager.
-- If CENTER LANE becomes an operational GDIP asset in FY 1985, and
if the Program Manager requests it, Army will transfer residual
capability development from Programs 2 and 6 to the GDIP.
(U) To protect funds in the final ranking for the budget forecast, I
need your answer by noon, 2 June.
