MEMORANDUM FOR RECORD
SUBJECT: CENTER LANE Briefing Presented to the Army Science
Board Panel on Personnel Factors in Weapon System
Performance - 15 May 1984 (U)

1. (S/CL- On 15 May 1984, from 1420-1535 hours, LTC
Buzby and presented a CENTER LANE overview to the
Army Science Boar anel (ASBP) in Room 130, HQ, USAINSCOM
Arlington Hall Station, Arlington, VA. Inclosed is the 7 March
1984 Memorandum which explains the panel's objectives. The
briefing was presented at the direction of MG Stubblebine, CG,
USAINSCOM, and with the knowledge of BG Scanlon, DCG-S, and COL
Kirk CofS. Because of a time constraint, the briefing consisted
of a summary of the history of CENTER LANE, human use
requirements, and a review of completed CENTER LANE projects
(blue book) and an explanation of coordinate remote viewing
technology. ASBP members present were:
a. (U) Dr. Peter Weddle, Chairman; Director, National
Security Programs, The Hay Group, Washington, D.C.
b. (U) GEN (Ret) George S. Blanchard.

Biomedical R&D, Inc., Ann Arbor, Michigan.

The panel appeared interested throughout the presentation, and
at the conclusion thanked us for the presentation. At least one
ASBP member, Dr. Zarafonetis, had been aware of the GRILL FLAME
effort. All ASBP members executed a security indoctrination
statement prior to receiving the CENTER LANE briefing. Major
Dennis Kowal, INSCOM Staff Psychologist was also in attendance.
SG1J 2. (S/CL-1 N Prior to the CENTER LANE briefing, LTC
Buzby and listened to LTC Alexander's presentation
on his human ec no.ogies. Throughout the presentation, LTC
Alexander discussed his research activities in the area of
psychoenergetics to include remote viewing. He did not state
that INSCOM was involve the intelligence applications,
SG1J however. LTC Buzby and kiilmay have had a "quieting
affect" on LTC Alexander.
3. (U) I informed LTC Fox, DAMI-ISH, after the fact, that I
had briefed the ASBP at the direction of MG Stubblebine. He
offered no objections, but stated that it had been OACSI policy
(read DAMI-ISH) not to brief the ASB.
