SUBJECT: Briefing to Senator Wallop, -,a October .1983 (U)
14 October 1983
1. (S/CL-4/NOFORiN) On 5 October 1903 From 1445 w 1530 hours, INSCOM project
CENTER LANE personnel provided support. Lo Dr. Jack Vorona, Assistant Vice
Director, Science and Technology (S&T), Defense Intelligence; Agency (DIA)
during a briefing presented to Senator Malcolm Wallop. The briefing was in the
Senator's office, Room SR206, Russell Senate Office Building, Washington, D.C.

briefing purpose. Dr. Puthoff then delivered his portion of the brief which included
an explanation of the phenomena known as remote viewing and what SRI International
has done, for DIA and INSCOM. Next, LlE f3uzby introduced himself and CPT Atwater

SUBJECT: Briefing to Senator Wallop, 5 October 19133 (U)
as being assigned to the US Army Intelligence and Security Command with duty
station at Fort Meade, MD. (This was a deliberate effort made to impress on
the Senator that LTC Buzby and CPT Atwater are involved in the intelligence
application of remote viewing, and that they are assigned to INSCOM and
not DIA.) That assignment is to a project known as CENTER LANE which is a
project involved with the intelligence application of the process known as
remote viewing. The sensitivity and classification of the project was
provided. The Senator acknowledged an understanding of the classification and
sensitivity. CPT Atwater then provided a summary of all the projects in the
briefing book and two current NSA projects. He accomplished this by leading
the Senator through the projects, highlighting the intelligence significance
of each project. The INSCOM portion of the briefing lasted 15 minutes.
3. (S/CL-4/NDFORN) At the conclusion of the briefing, Dr. Verona reiterated
that the purpose of the briefing was to illustrate that psychoenergeties,
remote viewing did in fact have intelligence application, and that it should
be placed back in the National Foreign Intelligence Program (NFIP) to give
the program the protection it needed. He requested that the Senator insert
language in the Congressional Conference Report that would permit the program
to be included in the FY 85 GDIP submission. The Senator replied that he is
only one person, and that perhaps the briefing should be presented to the
entire SSCI Budget Subcommittee. He added that there might not be a conference
report because of ongoing "internal political infighting" and that the lack of
resolution of this infighting might be a continuing resolution instead of an
appropriations bill. Dr. Vorona acknowledged the situation, and concluded
that he would welcome the opportunity to brief the Budget Subcommittee.
4. (S/CL-2/NOFORN) Senator Wallop is an important player. in DoD's involve-
ment in psychoorrergetics. We is the individual who was responsible for the
project being eliminated under the NFIP (GRIP) at the end of FY 82 (Intl 1).
the intelligence applications of remote viewing as illustrated in the briefing
book definitely impressed him.
