MEMORANDUM FOR RECORD
SUBJECT: Briefing for SA (U)
1. (S/CL-3/NOFORN) SA was briefed, per his request, on
5 Jan 84 an Mr. Bob Monroe,. Executive Director, Monroe Institute
of Applied Science (MIAs) and INSCOM's association with MIAs.
Present at the meeting were SA, the Director of the Army Staff,
LTC Brewer (Military Assistant to SA), CENTER LANE Project
Manager, CENTER LANE Operations Officer, and the undersigned.
SA was provided the attached Information Paper and copies of MIAS
literature.
2. (U) Topics discussed included:
a. (U) Biographic and personal opinion data on Mr. Monroe,
an Army contractor.
b. (U) INSCOM's association with Mr. Monroe and MIAs:
(1) (S/CL-1/NOFORN) Training of GRILL FLAME personnel
in the past.
(2) (S/CL-3/NOFORN) Current advanced training for
CENTER LANE personnel.
(3) (S/CL-3/NOFORN) Rapid Acquisition,~Training (RAPT)
(INSCOM's involvement with RAPT is unclassified; CENTER LANE's
involvement with RAPT is compartmented).
(4) (U) Plan for INSCOM's Center far Excellence
(CENTEX) to use MIAS/Hemi-Synch technology.
c. (U) RAPT:
(1) S/CL-3/NOFORN) Reasons for sending Army personnel
to RAPT.

Sensitize intelligence managers and consumers to
intelligence applications of psychoenergetics.
High performance.
. Personal gain (as a fringe benefit).
(2) (S/CL-3/NOFORN) What do you really gain from RAPT?
Conducive state for Remote dewing.
"Tool kit" that you must learn to apply.
(Including stress reduction, concentration, enhanced learning
ability, etc.) .
(3) (U) The use of Hemi-Synch to learn language
(apparently SA is interested in this aspect for himself).
(4) (S/CL-3/NOFORN) Why do you need to sensitize
intelligence managers concerning CENTER LANE? Give an example.
ISA request for CENTER LANE support used as an
example.
Different kind of product.
Compartmented tasking.
Capabilities and limitations.
d. (S/CL-1/NOFORN) SA raised the issue of whether CENTER
LANE met the Congressional guidelines and satisfied the Human Use
legal standards. We answered yes to both question areas and
reminded him of the discussion we had with Mr. Spurlack and him on
these points during the 5 Oct 83 briefing.
3. (U) The briefing seemed to be extremely well received by SA
and his parting words were that he would be talking to us again
soon.
4. (U) After the briefing LTC Brewer desired to continue the
conversation in the SA foyer. Points addresse~3 included:

a. (C) Date of the next RAPT session. We told him
20 Jan 84, but suggested that the RAPT was too long a course for
SA to go to. (Our private feelings are that the presence of SA
at a RAPT would possibly be disruptive and we question whether he
would be able to fully participate, especially in terms of the
desired isolation from the outside world. Though not mentioned,
it is also a possibility that SA would want to send LTC Brewer to
a RAPT.) We also commented that cover and compartmentation must
be considered and LTC Brewer agreed.
b. (S/CL-3/NOFORN) We offered for consideration the idea of
a one-on-one between SA and Mr. Monroe, possibly with an over-
night stay at MIAS. LTC Brewer thought that this was a very
viable alternative. We requested that such a meeting be coor-
dinated through CENTER LANE because of their close relationship
with Mr. Monroe.
