Approved For Release 2004/09/09 : CIA-RDP96-0078St2001700220024-5 SG1J IAOPS-H-S FACT SHEET e- ~ 11.1 J LTC'Watt/(AU) 923-7829 7 April 1981 SUBJECT: INSCOM GRILL FLAME (GF) Briefing to Staff Members, Senate Select Intelligence Committee, 3 April 1981 TO: Chief of Staff PURPOSE: To respond to Chief of Staff request for items of interest/concern for MG Stubblebine, FACTS: 1. A meeting was held at 1500 hours, 3 April 1981 in a conference room of the Dirksen Office building to discuss the Army role in Project GRILL FLAME. This meeting was designed to fully brief Mr. Herbert Klein and Mr. Dan Childs, Staff members,.Senate Select Intelligence Committee. The following personnel attended the meeting: BG Wilmot, OACSI Mr. Dan Childs, Senate Staff Member Mr. Herbert Klein, Senate Staff Member DIA GDIP Staff LTC Jordan, OACSI LTC Watt, HQ USAINSCOM MAJ O'Keefe, OACSI 2. Expressed concerns of the Senate staffers were: How is the program going?; What has been the pay-off?; Legality of the Program; and where are you (Army) heading? 3. The Army position was fully briefed, including our working relationship with DIA. LTC Watt briefed for almost one hour on the growth and development of the INSCOM GRILL FLAME Program. At the request of BG Wilmot, several of the operational tasks that INSCOM'worked on were included in the briefing. LTC Watt outlined several of the evaluations we have received from tasking agencies regarding our input. Manpower requirements were discussed, including our POM submission for FY82.. The GDIP Staff is considering our request for 5 spaces to support this program. It was explained that INSCOM currently.,has a.nine-man task force working on the project, and that all resources are "out-of,hide!' to keep the program functioning. Hence, INSCOM was not asking for.an increase to the project manning level, but rather some relief from the current manpower drain on existing resources. 5. The Senate Staffers appeared to be very satisfied with the meeting, and thanked everyone for a very informative session. CHAD B.
