(U) Memorandum For Record, subject: Advanced Individual
Training for CENTE=R LANE Personnel (U), dated 19 July 1983.
(U) Consultant Personal Services Agreement, 19 July 1983.
2. (S/CL-4/N0FQRN) From 19-23 Mar 84, Mr. McMoneagle and the
undersigned conducted advanced training IAW the above
references. The purpose of this fourth week of advanced
training was to further verify somatic electrical responses
evidenced during previous weeks. Photographs in sealed
envelopes were used as cuing for remote viewing sites. As was
previously indicated, somatic electrical responses reflected the
accuracy of the descriptions.
.3. (S/CL-4/NOFORN) Training activities were set aside on 21
Mar in response to a request for operational data. Two
operational interviews were conducted on that day using a
Hemi-Sync environment of multiple frequencies (100Hz base),
1.5Hz binaural beat and 200Hz base, 4Hz binaural beat). The
source was apparently able to acquire the appropriate target
(see Project 8404). Somatic electrical responses indicated
contact with the target. Both the source and the interviewer
enjoyed working operationally in a Hemi-Sync environment. This
was the first time operations have been conducted using a
Hemi-Sync environment. It is recommended that the protocol be f
expanded to include operational use of the Hemi-Sync environment.(

4. (S/CL-4/NOF0RN) During the week, "discrete state" exercises
were conducted to facilitate sources attempts to obtain higher
resolution site data. On 22 Mar 84, source achieved what is
called "First Stage Separation." This state was characterized
by recognizable subjective source reporting and appropriate
somatic electrical potentials.
5. (S/CL-4/NOFORN) It is recommended that advanced training
IAW the references in paragraph 1 be continued with Mr.
McMoneagle. It is further recommended that this training be
directed towards refinement of the "discrete state." This
recommendation is made in light of the fact that Mr. McMoneagle
will be retiring soon and he is best equipped to deal with the
issue of suspected increased target resolution during the
"discrete state." The probability of increased target
resolution in the "discrete state" has remained unexamined since
the start of GRILL FLAME/CENTE:R LANE. Anecdotical reporting of
spontaneous "discrete state" observations always includes
descriptive verbage of the clarity of such observations. This
sense of clarity is lacking in the elementary stages of
psychoenergetic performance. Training in the "discrete state"
provides this office with a unique opportunity to resolve image
clarity in an experienced, reliable source. Refinement of the
"discrete state" may well be the psychoenergetic solution to
increased target resolution.
