Classified Statement of Work: Psychoenergetics --
Threat to US and Potential Applications (FY84)
1.0 General (U)
(S/NOFORN) During FY 83, remote viewing received the greatest attention
and it was shown to be an excellent method for obtaining information on a
distant site. It has excellent potential for gathering intelligence on
sites that are denied to more conventional collection techniques. In
FY84, experiments will confirm or deny its infusion into the US
intelligence gathering apparatus. The emphasis for FY 84 will be on both
improving its reliability and demonstrating its trainability. A major
effort will also be expended on expanding its scope from using coordinates
to target the remote viewer to a system where a variety of targeting
methods can be used. In addition to the existing and developing training
program, new methods and approaches to training will be examined. New
methods of evaluating results from remote viewing will be sought.
(S/NOFORN) The psychokinesis (PK) area will receive considerable attention
in FY 84. The emphasis will be on those areas that may be adapted to
countermeasures. Both preventive and detecting methods are to be
examined.

2.0 Specific Tasks (FY 84) (U)
2.1 (S) Research and develop the final stages of remote viewing.
2.1.1 Expand remote viewing ability to include both configural and
analytical capability.
2.1.2 Demonstrate its trainability in the latter stages.
2.1.3 Perform quarterly experiments that show training improves remote
viewing performance.
2.1.3 Demonstrate an accuracy of at least 70% in the remote viewing
derived data.

2.2 (S) Examine and test at least one new approach to the existing training
regime now under development at SRI?
2.2.1 An approach that uses both another form of targeting and that is
conceptually different than the existing program should be ex-
amined.
2.2.1 Results of the new training system will be demonstrated each
quarter and its final product will be compared to other training
approaches.

2.3 (S/NOFORN) Targeting viewers with methods other than coordinates will be
explored.
2.3.1 Beacon and a wide variety of abstract targeting will be investi-
gated.
2.3.2 The success of each method and the conditions under which it showed
the greatest success is needed.

Psychokinesis (PK) should be examined and evaluated.
2.4.1 The foreign work. in PK should be examined and, where possible,
an attempt to duplicate it should be made.
2.4.2 The PK influence on sensitive instrumentation whose quantum states
may be the main interaction mechanism will be investigated.
2.4.3 Determine what systems are most susceptible to PK influence.
2.4.4 Quantify magnitude of PK effects.

2.5 Data from remote viewing sessions will be coded into the existing data
base management system.
2.6 The remote viewing evaluation technique developed in FY 83 will be further
refined.
2,7 Operational remote viewings will be performed on an as needed basis.
2.7.1 New data will be evaluated as it is produced.
2.7.2 Alternate systems for evaluation will be followed.
2.3 Travel for contract administration by the COTR will be paid with contract
funds.
2.9 Training and research on enhancing the quality of remote viewing data will
be continued.
