(U) The initial meeting was to take place on 11 Feb 83, but was canceled due to the weather. The second meeting scheduled for 14 Feb 83, was also postponed due to weather. (U) The ACSI attendees will be BG Strom and Maj (P) Fox. (U) The purpose of the meeting which was requested by BG Stom is: a. An opportunity for INSCOM to update ACSI on the status of Project CENTER LANE. b. Discuss current actions concerning the DoD Project that ACSI has been involved in or actions that they are aware of, specifically the use of P6 funds authorized by the Under Secretary of Defense (Research and Engineering). c. Work out a joint position for the future. 4. (S/NOFORN) Probable items that ACSI will bring up: a. A need to know which projects or equipment INSCOM wishes to be funded with P6 funds and the priority for each item. - Initial recommendations by LTC Hartzell and I are attached (Incl 1). b. Compliance with intent of FY83 Congressional Intelligence Committees - LOI to place Project CENTER LANE in a non-NFIP funded program has been completed. LOI is at the INSCOM Chief of Staff for signature (Inc! 2). c INSCOM support to DIA on the report required by the House Permanent Select Committee on Intelligence - DIA has not requested any support or assistance to date. If requested we will support. I anticipate that the ACSI will be the interface with DIA and any request will give us enough time to prepare a professional product (Incl 3). Outstanding evaluations from pre-CENTER LANE projects - Evaluations for 1 project completed in May 1981 and guidance on 3 active projects currently on hold (last sessions conducted Jun-Jul 82) are due from the CIA. At the last meeting with my CIA contact he reiterated that due to limited or in some cases a lack of access to the targets, the project information would be fragmentary and may be difficult to obtain. I plan to meet with my point-of-contact in the next two weeks and will find out the current status of these projects. (My policy is that if there is no activity on a project for 6 month it is transferred to an ACTIVE-ON HOLD status. If there is no activity for an additional 6 months it is then either CANCELLED or listed as COMPLETED-WITHOUT EVALUATION.) e. Formalize approval of project tasking - I do not believe that BG Strom feels that it is appropriate for the Project Manager to be the approval authority. BG Strom believes that formal approval for each project should be obtained within the INSCOM operational chain of command. He has suggested that a request in a format similar to an OVOP be prepared for approval of each project. I can prepare the formal proposal and then submit it to the designated INSCOM approving authority. However I am concerned that administrative actions do not eventually overwhelm operations (Incl 4). f. Information concerning CENTER LANE Projects - In the past DIA has expressed a concern that while they were the boD Program Manager they were not aware of the specifics of INSCOM activities. During the FY83 Congressional budget process orchestrated by DIA and ACSI we provided a complete briefing on INSCOM's involvement in the DoD Program. Since that time I have had no direct contact with DIA. I am not opposed to providing information concerning CENTER LANE Projects providing the customer agrees to the scope of information disclosed. All activities who task us agree to being identified. However we have always gained their concurrence prior to the release of specific details concerning their projects. 5. (S/NOFORN) Information for ACSI: a. Training - A contract for continuation of training has been completed. Training should resume in March. Security - INSCOM is preparing a request that ACSI establish Project CENTER LANE as a formal Special Access Program (SAP). The Security Support Detachment (SSD), 902d MI Group is forwarding to- the CG a recommendation to SAP the Project. SSD in conjunction with Project personnel have developed the first classification guide and security procedures manual in the history of this program (Incl 5) G. (S/NOFORN) Information requested from ACSI: a. Clarification of wording in Dr DeLauer Memo - The memo states "... Program 6 resources may be used to maintain the current Army INSCOM capability..." (underscoring added). Does tfi s`*restrict INSCOM to the 5 people authorized by Congress in FY82 ? Does it preclude INSCOM from moving into areas which were not in existence in FY82? b. INSCOM priority at SRI - DIA has either obtained or received commitment for $200K from DARPA. This is the amount of money that DIA had determined was needed to keep DIA intact for FY83.Since SRI no longer needs our funds will we get the same priority and professional service for our projects or will SRI be fully committed to DIA? Can ACSI determine the projects funded for FY83 with GDIP funds-and those proposed to be funded with P6 money. It would .be.ACSI/INSCOM interest to have our projects formally list at or near the top of the overall DIA priority list. C. SRI ability to perform - Does SRI have sufficient personnel with the required expertise to complete all the projects committed to them for FY83? Feedback on the ACSI-Secretary of the Army meeting - A meeting between the ACSI and Secretary of the Army concerning the DoD Project GRILL, FLAME took place on or about 11 Feb 82. Biofeedback (self-regulation) has and is being successfully used in a variety of ways which may be applicable to the training and functioning of individuals who are involved in remote-viewing. Learning voluntary control of involuntary and unconscious bodily processes (cardiovascular functions, autonomic nervous system, central nervous system) through im- mediate feedback devices (digital thermometers, EMG, EEG, deep breathing and relaxation) is what is known as biofeedback. The development of extraordinary skills -- time distortion, pain con- trol, bleeding Control, conscious control of the unconscious, eliminating effects of jet lag are reported in the psychological literature. it is also possible to achieve certain altered states of consciousness using biofeedback. To test the question - does training in biofeedback enhance' RV ability? the following equipment is needed: digital thermometers, EMGs, EEGs, rings, reclining chairs, and a sensory deprivation tank. The total. cost will be approximately $30,000.00. (S/CL-1/NOFORN) CENTER LANE is the USAINSCOM application of methodology currently in development in the Defense Intelligence Agency GRILL FLAME Project. Unlike GRILL FLAME, however, which is limited to research and development of a new technology, CENTER LANE utilizes that same technology in an operational intelligence collection mode. 3. (U) Due to this project's sensitivity, based on its unique technology and sources involved, I believe that normal security management and safeguarding are insufficient to protect project data and personnel. I recommend, therefore, that the protective sanctions afforded by SAP establishment be applied. 4. (U) OPSEC analysts of the OPSEC Support Division, 902d MI Group, have previously been assigned and are currently providing OPSEC assistance to the CENTER LANE Program Manager.
