OPSEC PROBLEM AND THE POSSIBLE PUBLICATION OF PROJECT INFORMATION IN THE WASHINGTON POST NEXT WEEK. 2. THE PROJECT MOA BETWEEN INSCOM AND DIA. ITEM 1. OPSEC PROBLEM: A. SINCE 1977 THE WASHINGTON POST, AND OTHERS, HAVE BEEN PUBLISHING ARTICLES ON PSI ACTIVITIES WITHIN THE US GOVT. THE SUBJECT SEEMS TO MAKE GOOD PRESS. LAST YEAR JACK ANDERSON PUBLISHED THE PROJECT NICKNAME GRILL FLAME AND ASSOCIATED PSI WITH THE US ARMY. IT APPEARS THAT POSSIBLY AS SOON AS NEXT WEEK, THE WASHINGTON POST WILL PUBLISH SOME ADDITIONAL INFORMATION; NEW INFORMATION, WHICH, BY ITS VERY NATURE INDICATES AN OPSEC PROBLEM. THE TO BE PUBLISHED INFORMATION INCLUDES, BUT MAY NOT BE LIMITED TO, THE FOLLOWING FOUR AREAS: (1) A PAST LINK BETWEEN INSCOM AND PSI ACTIVITY VIA THE NAMES OF STUBBLEBINE, WATT, AND JACHIM, (2) -PssI' TRAINING AT SRI INTERNATIONAL AND THE MONROE INSTITUTE OF APPLIED SCIENCE (RAPT CONNECTION?) (3) MENTION OF THE "PERRY MEMORANDUM." (4) IDENTIFICATION OF FORT MEADE AS THE LOCATION OF THE PROGRAM. C. DIA HAS BEEN MADE AWARE OF THIS INFORMATION AND HAS INSTRUCTED THEIR PUBLIC AFFAIRS OFFICE TO ANSWER ANY INQUIRES WITH THE PHRASE "No COMMENT." WE FELT IT APPROPRIATE TO INFORM YOU OF THIS INFORMATION AS WELL. THE MOA: A. As YOU KNOW THE MOA PROVIDED FOR PROJECT CONTINUITY BY ASSIGNING THE UNIT OPCON TO DIA WHILE THEY (DIA) SOUGHT CONGRESSIONAL APPROVAL OF NFIP FUNDING. THIS APPROVAL IS INCLUDED IN THE FY 86 DEFENSE APPROPRIATIONS BILL BUT A FULL TRANSFER OF THE UNIT CANNOT TAKE PLACE UNTIL THE BILL IS SIGNED BY THE PRESIDENT. B. WHEN YOU AND LTG (RET) WILLIAMS ORIGINALLY SIGNED THE /.!9-S 7` 01'11/ c/t MOA IT WAS EXPECTED THAT THE BILL WOULD HAVE BEEN IN EFFECT BY NOW. THIS, AS YOU WELL KNOW, IS STILL PENDING. WITH YOUR PERMISSION WE WILL ARRANGE FOR LIMITED FUNDING TO COVER CIVILIAN SALARIES AND OTHER ADMINISTRATIVE EXPENSES BEYOND THE 1ST QUARTER FY86 UNTIL THE DEFENSE APPROPRIATIONS BILL IS ENACTED.
