SUBJECT: Briefing of New ACSI, BG ODOM
1. Script prepared for this briefing was not used. BG Odom glanced at the
index to the targets book and asked specific questions before he. looked at
information in the book. BG Odom likes to control the situation. His impatience
may make it difficult to use prepared scripts. BG Odom made some comments
during the brief which gave me the following impressions:
Anti-think tank (Rand, SRI) - Rand Mafia has infiltrated government
everywhere.
Down on CIA CIA takes credit for Army work. We should make them pay
for anything we do for them.
GRILL FLAME will not be a high priority until the phenomenon can be proved
As long as it is cheap and doesn't take away from higher priorities it's OK.

IN OCTOBER 1978, ACSI TASKED INSCOM TO ESTABLISH A
PROGRAM USING PSYCHOENERGENICS FOR INTELLIGENCE
APPLICATIONS. SPECIFICALLY1UTILIZ THAT FIELD OF
PARAPSYCHOLOGY KNOWN AS REMOTE VIEWING AS A METHOD
OF INTELLIGENCE COLLECTION.
IN RESPONSE TO THAT TASKING, INSCOM ESTABLISHED AN
AD HOC PROJECT WITHIN THE ASCSOPS-HUMINT TO DETERMINE:
1. COULD REMOTE VIEWING TECHNOLOGY BE TAUGHT
TO INSCOM PERSONNEL.... AND IF SO TO SELECT
PERSONNEL AND ESTABLISH A TRAINING PROGRAM
SRI had demonstrated that RV could be done by known
psychics...our objective was to utilize professional
intelligence personnel
ESTABLISH PROCEDURES TO COLLECT INTELLIGENCE
UTILIZING REMOTE VIEWING
INSCOM is not eng g(jd in an R&D effort ...but the
application of REMOTE VIEWING to collection of
intelligence ...with reasonable accuracy...
intelligence that would be accepted by intelligence
analysts

The reasons for leaving varied; military career
requirements, civilian job progression, press of
work on current lob made it tough to be available
for part timers,...and since it is a voluntary
program.... some lust opted out for no given
reason.
WE HAVE CURRENTLY 2 NEW PERSONNEL ON BOARD WHO ARE
THEY WILL BE GOING TO SRI IN
In all training ...we first provide initial
orientation training in-house...to familiarize
the personnel with.the protocols that are being
used...and secondly...if they__decide to. opt out
out of the program we won't have spent TDY funds
and contract dollars unnecessarily
