(C) Project CENTER LANE remains non-operational pending resolution of the space problem. 2. (U) In a meeting with DCSOPS,.DCSRM and DCSPER action officers on 18 Oct 82, a course of action was agreed upon which was basically as follows: a. DCSPER - Identify unfilled positions not in the NFIP. SG1 B SG1 B b. DCSOPS - Do an impact analysis and identify positions to which personnel could be assigned. c. I would request required personnel actions. 3. (C) This procedure. was followed for only 2 of the 5 required spaces. Subsequent to the. 18 October meeting a determination was made by either DCSOPS or DCSPER personnel that ASD.would identify spaces to support incumbent personnel. The action officer told me S G1B that this action had not been coordinated with ASD and could not be accomplished without written direction from HQ INSCOM. 4. (C) In the last meeting with the DCSOPS action officer (17 Nov 82), he restated that ASD is to come tip with the 3 required. spaces. The action officer and Mr Del Toro have continued to state that ASD only manages spaces provided to them and has no spaces of their own to support CENTER LANE. 5. (C) Pending identification of the final 3 spaces INSCOM cannot meet the Congressional direction for operation of Project CENTER LANE. zjaak;v~&_ ROBERT J.
