(S/CL-1/NOFORN) Establish a new intelligence collection program utilizing parapsychology.
Establish an organization to manage the collection program (FY85: ? 8 Officers, 1 Enlisted, 4
DHUS Civ).
PURPOSE
(S/CL-1/NOFORN) Collect information of intelligence interest using an aspect of parapsychology
known as remote viewing as the collection method. (FY 85: Project Manager, Operations Officer,
7 Project Officers, 2 Project Analysts, 2 Clerical Personnel.)
IMPORTANCE
(S/CL 3/NOFORN) Remote viewing enables an individual to collect and report information of
intelligence interest without regard to time, location of the target or any efforts to deny the
information to the collector. Collection by remote viewing is accomplished with no know risk of
detection.
JUSTIFICATION
IMPORTANCE
(S/CL 3/NOFORN) Collection by remote viewing allows penetration of inaccessible targets to
collect intelligence. Remote viewing also provides cuing information to enable selective tasking
of other intelligence collection system. Potential targets are:
Tactical and strategic, conventional and nuclear weapons system within their secure
locations.
Technical developments concerning armor, anti-armor, and chemical and biological research
within their secure locations.

Foreign intelligence collection directed against US targets.
(S/CL-l/NOFORN) Establishment of a self sustaining organization provides the following
capability:
Continuity in the planning and management of the program.
identification and recruitment of personnel with the potential to be trained in this
collection technique.
Identification of civilian institutions or organizations with the capability to teach this
technology to intelligence personnel.
Establishing an in-house training program to supplement civilian training.
Explore new targeting techniques to enhance collection.
Provide preliminary analysis of information collected.
Maintain an awareness of the activities of colleges, universities and other private
institutions involved in research or other parapsychological activities.
CURRENT CAPABILITY
(S/CL-I/NOFORN) An ad hoc organization of 6 personnel is utilizing the remote viewing technique
against limited targets.
IMPACT IF NOT FUNDED:

DESCRIPTION OF CONTRACT:
(S/CL-l/NOFORN) This O&M contract with civilian firms provides for initial and advanced training
of selected Army personnel in parapsychological techniques. These techniques are then used to
collect intelligence.
(S/CL-1/NOFORNM The use of parapsychology as an intelligence collection technique will end with
the departure of the current ad hoc organization's personnel.
