MEMORANDUM FOR RECORD
SUBJECT: CENTER LANE Interview Summary - CL-1001/8303/01 (U)
1. (S/NOFORN) On 220900 March 1983 source 01 was interviewed
by #66 concerning
2. (S/NOFORN) For this interview source was shown the
photograph provided by the sponsor and the appropriate area of
the rooftop was pointed out. Source was told to focus his
efforts only on the newly constructed area which was indicated
to him. Other photographs provided by the sponsor were not
shown to the source as the collection plan called for their use
as "feedback" and cuing material for possible subsequent
interviews.
3. (U) A transcript of the interview was prepared including a
narrative explanation of the drawings which source provided (see
Incl 2).
4. (U) A DA Form 341 (Agent Report) was prepared for the
sponsor. This report related the salient points of the
interview. Attached as an exhibit to the DA Form 341 was a copy
of source's drawings (see Incl 3).

#66: This will be a CENTER LANE Interview for 0900 hours,
22 March 1983. Relax now and focus your attention on
the newly constructed portion in the photograph I've
shown you, solely and completely on the newly
constructed portion I've pointed out. Focus 22 March
1983.
#01: See a..similar patterns to the other side. There's a
cover of some kind there, it's like hard cloth,
plastic. See metal rings and squares, with different
size square holes, "U" shapes, some vertical as well
as a horizontal claw shape. Everything else is almost
identical to the other side.
#66: The Status of operations 22 March 1983?
#01: ..... The a. square things, the rings are 24 hour
operational... First, there is intermittent, same as
the other side .......... It's a mirror image-except
for the cover, it's different.... Get a sense of
emission from this side of the building,.. something
emitted.
#66: Newly constructed area?
#01: Yes.
#66: Raw data?
#01: It's got a sense of emission-like an added
function.... Very low, very low frequency.
#66: Raw data?
#01: Looking for the antenna, it's like an impression of
the whole building is an antenna. Huge ...that won't
hold a piece of the sign wave ......... That's all I'm
getting.
#66: All right. Review your impressions so that you might
draw them.
#01: Okay.
#66: All right. Let's draw the perceptions you've had.

DRAWING EXPLANATION
#01: Everything on this end of the building is a mirror
image of the other end of the building, except for what
I've drawn. The things that I perceive as being
different or variances.
#01: Page 1 shows a vertical claw in addition to a
horizontal and they are of a different design and they
are made of metal plates and some kind of framework.
And they move as indicated.
#01: Page #2 are two devices. They are kind of small and
there's more than one of each. The apparatus on the
swivel, I got a real good view of. The one in the
bottom right of Page 2, I didn't get a very good view
of, but that's kind of like the perception of what it
was.
#01: Page #3, right at the end of the session, I got a
perception of what the old system looked like.
#66: What do you mean by "old system"?
#01: This is what all the new construction's replaced.
#66: Okay.
#01: And I just drew it out as I perceived it. And that's
essentially it.
#66: Okay.

Source stated substantially as o ows:
This area was a "mirror image" of the other side of the
building rooftop (see Agent Report CL?-999/5303/01) with few
exceptions. This area had a "cover of some kind" made of hard
cloth or plastic (not further identified). Within this area
Source described two different types of devices. The first
was described as "metal rings and squares, with different size
square holes" (drawing 2). The second was described as a "U"
or claw shaped apparatus (drawing 1). This apparatus (not
further identified) was made of metal plates on a framework
and was moveable.
When questioned concerning the status of operations as of
22 March 1983, Source reported.that the devices of metal rings
and squares were "24 hour operational." Source detected a new
or added function to this end of the building which he
described as a very low frequency emission. In reference to
this emission, Source reported that the "whole building" (not
further identified) was a huge antenna.
Source also provided, without comment, a conceptual
drawing (drawing 3) of the "old system" which was replaced
the new construction.
Attached hereto as EXHIBIT I are drawings provided by
Source.
