MEMORANDUM FOR RECORD
SUBJECT: CENTER LANE Interview Summary - CL-1000/8302/08 (U)
1. (S/NOFORN) On 210900 April 1983, source #08 was
interviewed by #66 concerning the third floor of an
unidentified building under construction in an attempt to
determine if there was any intelligence threat to the area.
The project 8302 sponsor had previously provided a schematic
diagram of the third floor for use during an earlier interview
(CL-997/8302/08, conducted 3 March 1983). For this interview
the sponsor provided a photograph, undated but during
construction, of the building in question (see Incl 1).
2. (S/NOFORN) For this interview source was shown the
schematic diagram previously concealed in a sealed envelope
and the photograph provided by the sponsor. Source was told
that the building was still under construction and that it was
being built in a foreign country by foreign workers. Source
was asked to focus his attention on the building in the
photograph during the construction phase and search out any
intelligence threat that he might find. Source was not
provided any further data nor was any available to this office.
3. (U) A transcript of the interview was prepared including
a narrative explanation of the drawings which source provided
(see Incl 2).
4. (U) A DA Form 341 (Agent Report) was prepared for the
sponsor. This report related the salient points of the
interview. Attached as a exhibit to the DA Form 341 was a
copy of source's drawings (see Incl 3).

#66: This will be a CENTER LANE Interview for 0900 hours
21 April 1983. Relax and concentrate now, relax,
relax, relax. Focus your attention now on the
building in the photograph I've shown you. Focus
on the construction phase, time of construction and
search the building for threats to security. Do
this now.
#08: ...............The a.... they're most
vulnerable,.. portion of this a...building that has
nothing to do with structure a strong and
persistent impression I get is....a similar to the
one, that we did before,..the a ..... the
vulnerability is in the a..is in the cable-to the
a..electronic system, the communication system.
#66: Now describe the routing of this cable.
#08: Yeah, there I get a...a smaller, well ..a
cable....to the-communication system, which
is..heavier, bigger than the normal wire that fits
into a .. a huge cable, a big cable. And that
cable is made of a....a bunch of a...of small wires
wrapped into this, this....this white
looking-twisting cable. And the cable has...many
functions ...... The vulner.. is....the vulnerability
..is going to be..outside the building, the
backside of the building.... And the cable is going
to be buried...and that's where it can ....can
be....tampered and monitored ........ And the
a ..... by comparison the.....small cable that goes
to-the electronic.. gear, communication gear, is
inside that-huge cable, along with other...wires
that are-going to be used to power the building,
...as a power source....Now I'm gooing...let me see
the building again, see if I see anything
else ....... Yeah, beware of a ..... beware of some
real primitive monitoring of telephones .....

for a.... a.a..ah,..a hollow a.. .chimney. .type
a...is that a... will be a...will be located in the
a..the chief's room, the head..of the, of that
delegation. It is got...a cosmetic thing like a..a
false fireplace... with brass, the a...tools...at
the base of the chimney. An impression of...brick
#08: I see a...god..... I see a. garage in the basement
and a ..... the a..private automobiles and a..not the
official ones, the private owned. A beeping
a..beeping, beepers, I guess-they will be attached
to the private auto, automobiles, for sure.
........... ...And I don't see anything in the
walls or...(mumble)...... I don't have anything
unless you do.

you might draw it for me.

#08: Okay, in sketch #1, which is entitled cable drawing
is to simply give an idea of what I perceived as
being the cable, which is a tubular type thing
about 3 inches in diameter with many, many smaller
wires twisted around one another, that actually
form this cable. And within this cable is a wire
which is, what can be identified by its width, in
that it is a little bit bigger than the other wires
within this huge cable. Arid I perceive this cable
as being the one that will power the electronic
gear that is in that room that we previously
described. I saw this cable being buried in the
rear of the building, about 3 or 4 feet deep and
beyond the building is where I indicated that the
point of vulnerability might be, is. So I drew an
arrow to indicate the entrance and than the rear of
the building, so as not to leave any doubt as to
where the cable is going to be buried.
#66: Okay.
#08: Sketch #2, as I was looking for further
vulnerabilities, I just got an image or an
impression of the office within the building that
is going to to used by the head of this U.S.
Delegation and what I've drawn is an overview of
the room with the vulnerability point being the
chimney, which I get the impression is going simply
decorative in nature and not actually used as a
fireplace. But I drawn, or I've indicated where
it's going to be, in terms of the disposition of
the room and then below the overview of the room,
short brief sketch of what it should look like in
general terms. Do you have any questions on that?
#66: Okay. Yea, the vulnerability of the fire place
structure is the hollowness?
#08: Yes, yes.
#66: Okay. I also want to ask you about the a..
basement area. You described the basement area,
you said something about cars?
#08: I perceived the basement area as being a parking
area for automobiles, for the people employed, for
our people active within that delegation, working

on the third floor. And the only vulnerability
that I perceived-was the use of beepers, not on the
official automobiles, but on personal automobiles.
#66: By beepers, you mean electronics surveillance
devices?
#08: Homing, homing devices.
#66: Homing devices?
#08: Yeah, in fact I saw one on a green car, for what
that is worth and a sensing of people being very
preoccuppied with what they do and being very
conscious of what they do. But becoming lax once
they come in on their own time and using their own
automobiles for whatever. And I say beware of
this, don't let your guard down on the personal use
of your POVs, because I feel this where they're,
you'll probably, you will get hit, for sure.

Now I want to ask about the construction
as you monitor the construction phase of
do you see anything that's actually built
into the construction that is a vulnerability?
#08:
No, no, nothing that would be a, a constructual
weakness and I even took a great deal of time and
asked the question repeatedly, to look into the
walls during and after construction to see if I
could perceive something out of the ordinary, such
as, bugs, listening devices by whatever name, by
whatever type being embedded or implanted there.
And I really saw none.
#66: Okay.
#08: I did mention the telephones and that came up very,
very strong and I do think they will be monitored.
#66: Okay. Anything else?
#08: No.
#66: Okay, fine.

4. REPORT OF FINDINGS ------ _~_
On 21 April 1983, Source CL-08 was interviewed concerning
the third floor of an unidentified building under
construction in an attempt to determine if there was any
intelligence threat to the area. Source stated substantially
as follows:
There was no intelligence threat to the structure during
its construction. Source reported that an underground cable
(drawing 1) near the rear of the building was vulnerable to
HOIS tampering and monitoring. Source reported telephone
monitoring as a vulnerability. Source also reported a
vulnerability (not further identified) in conjunction with a
hollow chimney in a false fireplace (drawing 2) in the
"Office of Chief U.S. Delegation." Source was unable to
specify why he felt the hollow chimney was vulnerable to a
HOTS threat. Source detected a "homing device" on a green,
privately owned vehicle (not further identified) located in a
parking area for 3rd floor personnel in the basement of the
targeted building. No other intelligence threats or security
vulnerabilities were reported by Source.
No further amplifying information concerning the third
floor was obtained from Source during this interview.

Source.
