SUBJECT: CENTER LANE Interview Summary - CL-997/8302/08 (U)
1. (S/NOFORN) On 030900 March 1983, source #08 was
interviewed by #66 in an attempt to determine if there was
any intelligence threat to the third floor of an unidentified
building. The project 8302 sponsor had provided a schematic
diagram of the third floor of a building (see Incl 1).
2. (S/NOFORN) For this interview source was given a sealed
envelope containing the schematic diagram of the third
floor. Source was not shown the schematic diagram or given
any other identifying data. Source was not told what to look
for or where operational interest was focused. He was simply
asked to describe the third floor. The collection plan
called for the use of all other data as "feedback", and
further cuing for possible subsequent interviews.
3. (U) A transcript of the interview was prepared including
a narrative explanation of the drawing which #08 provided
(see Incl 2).
4. (U) A DA Form 341 (Agent Report) was prepared for the
sponsor. This report related the salient points of the
interview. Attached as an exhibit to the DA Form 341 was a
copy of source's drawing (see Incl 3).

#66: This will be a CENTER LANE interview for 0900 hours,
3 March 1983. I have given you a sealed envelope
containing a schematic diagram of the third floor of
a building. Relax now and focus on the area depicted
in the schematic and describe the third floor of the
building to me.
#08: I see a ...modern... got a pair of offices. The
a.... activity is ....government related. Resembles
a ...consulate office.
#66: Describe the physical area of the third floor to me.
#08: I want to get this out first and then we can go on.
#66: All right.
#08: The, the a...issue of a (mumble) of intelligence
(mumble). And 999 T`r/ of a....of a signals..from
an apparatus within the office ..... Okay a.... let me
concentrate on the physical layout ...... most common
entry route is an elevator, it leads to a hallway
that leads to a .. glass... glass entryway-with a
business type a ..reception room. The reception
room... There's the focal point to-for access
to. three offices ..on the right and about as many
on the left. Again the a....the impression of...of
glass partitions,permanent but a great deal of glass.
#66: Seeing the third floor in a dollhouse view, describe
what's in the center of the dollhouse.
#08: A big reception room. (mumble)
#66: I understand that visitors to the third floor arrive
in the center section?
#08: Yes.
#66: By what method?
#08: By elevator to a hallway, to the reception room.
#66: Now, from this area vector to the emenating apparatus.

#08: It's to the left, to the left... in an area with..no
glass (mumble). What I see there is the,..there's an
individual (mumble) punching out... communication
messages on an... apparatus that... resembles an
(mumble) keyboard, typewriter type keyboard.
....It's a very, it's (mumble) of this thing (mumble)
The attention, lot of attention is focused on a cable
(mumble). The cable is almost an inch thick. That
is also the issue for intelligence interests.
#66: Describe this thing that's an inch thick.
#08: It's a cable.
#66: All right. Holding your concept on the idea of
intelligence interests, on the third floor is a
special locale of intelligence interests, which is
numbered. Describe this special place and tell me
the number.
#08: It is a small, especially built room, (mumble) it is
uncharacteristic of the other layout, because the
rest of the layout is in glassed and this has
thickness, walls, thickness. The (mumble) also is an
absence of windows, gives an impression of darkness,
again there's an impression of communications
equipment.... There is a ........ There is a, there is
controlled access to the , a key maintained in
another container, that itself is in another room. I
can't read the room number, you're going to have to
identify it some other way.
#66: All right. Let me talk for just a minute now. Just
concentrate. There are no numbers for you to read on
the third floor. There are numbers assigned on the
schematic which reference special things on the third
floor, that we are unable to detect these is fine. I
want you now to go deeper and deeper and focus on the
activities of this small room with no windows on the
third floor and the activities of the third floor.
And as you go deeper and deeper, ask yourself, are
these activities threatened in any way. Do this now.

DRAWING EXPLANATION
#08: Okay, what I've drawn here is the sketch of impressions of the
third floor of the building which I'll label at the bottom,
front of the building as I perceived it and indicated the, a
rough drawing of things and places I have perceived, to
include an elevator, the hallway to the front door, the
reception room and desks and of the desk to the right and the
target which is to the left of the reception room. Unless you
have any questions why?

On 3 March 1983, Source CL-08 was interviewed concerning
the Third Floor.of an unidentified building in an attempt to
determine if there was any intelligence threat to the area.
Source stated substantially as follows:
On the third floor were modern offices with many glass
partitions. From an elevator, a hallway led through a glass
entryway into a big reception room in the center of the third
floor. The reception room served as a "focal point' for
access to offices on the left and right. Within the third
floor area was a small, specially built room which was
different from the other offices. This room had thick walls,
no windows, and controlled access. Source believed the key
for this room was maintained in a container in another room.
Source believed that this room contained communications
equipment.
Source identified the activities on the third floor as
"our activities". The activity was government related.
Source compared his overall impression of the third floor
area to that of a consulate office. In the small, specially
built room was an individual "punching out communication
messages, on an apparatus that resembles a keyboard,
typewriter type keyboard". Source reported concern over the
emanation of signals from this apparatus as well as concern
over an inch thick cable associated with the small, specially
built room (TEMPEST concept).
When questioned concerning a possible intelligence threat
to the third floor, Source reported that all was now secure.
He saw no threat and no intercept. Source reported an
absence of any efforts against the people or the activities
on the third floor.
