Approved For Release 2001/03/07 : CIA-RDP96-00788R001500170011-7 To: Edwin C. May From: Subject: FY 1989 R&D Date: 2 June 1988 SG1J 1. Attached is a very general outline of what I believe represents the best approach to next years work. I would like to see the program accomplish two things: First, it should support an in-house operational group. This is covered in part II. In part III, you will have an opportunity to demonstrate a capability to do operational remote viewing. The remainder of topics can be viewed as marketing tools. You will be able to show a potential client a summary of what you have learned about remote viewing over the past years. This combined with the scientific credibility and an active research effort should also serve to impress a client. 2. During FY 1989 we should stay in close contact to insure that the hoped for results are obtained.
