Maintain scientific credibility by providing access to all aspects of the research to a Scientific Oversight Committee (SOC).* Description: Provide statistical and basic research design protocols in ad- vance of any formal experiments, Deliverables: 1st Quarter FY 1989 (A report including the experimental protocols for FY 89, and detailing the approvals and the re- view process by the SOC.) Description: Provide continuing access to on-going experiments to SOC members. Description: Provide final reports for inspection and critical review to the SOC. Deliverables: 4th Quarter FY 1989; A final technical report including the experimental results for FY 1989, and detailing the SOC's review comments. SGFOIA2 Cost: * The time-lines for all tasks during FY 1989 are the same: Start on 1-Oct-1988 and end on 30-Sep-1989. The costing is computed on an objective-by-objective basis, and the contrac- tor is is SRI International, except where noted differently. Costing is shown for each objective. The total percent of project is also shown as (Opera- tional/Research) percentages. Task 1 Description: Target viewers against special sites supplied by and under con- trol of the sponsor. Deliverables: A report on each site that includes the analysis of the re- sponses, a summary of the best estimate of the target site, and the raw data as an appendix. The report must be completed before another site can be targeted. Description: In support of Task 1, using a sponsor-supplied target element list, develop a quantitative analytical technique for remote viewing analysis when the target material is generally un- known. Deliverables: 4th Quarter FY 1989; A detailed description of the proce- dure and a summary of its performance in Task 1. SGFOIA2 Cost: C. Determine a physiological indicator of psychoenergetic functioning. Description: Determine the degree to which magnetic visual evoked poten- tials can be observed under psychoenergetic conditions. Provide a technical review of psychoenergetic research at SRI International. Description: Using meta-analytical techniques, assess, where possible, the experimental results of the research since 1973. This should include the following: a. An analysis of remote viewing and remote action. b. Retrospective analysis of Pat Price data. Deliverables: 4nd Quarter FY 1989; A report detailing the methods and results of the meta-analysis and including: a. The state-of-the-art of psychoenergetic research. b. Confidence levels on the constituent parts of above. c. What technology is available. d. Short statement of what experiments are needed for pro- gress. e. Contributions by other research organizations. f. Contributions of psychoenergetic research to more tradi- tional research areas. SGFOIA2 cost: E. Screen large populations for high quality remote viewers. Description: Using a multi-level screening procedure, identify high-quality remote viewers and individuals with an ability to locate items by psychoenergetic means. Deliverables: 4nd Quarter FY 1989; A report detailing the methods and results of the screening. Description: For new viewers, determine best viewer-dependent collection environment for remote viewing. Deliverables: 4th Quarter FY 1989; A report detailing the experimental protocol, the method of approach, and results. Description: Improve the analysis of RV data by determining the optimum parameters for the set definitions. Deliverables: 4th Quarter FY 1989; A report detailing the method of ap- proach, and results. Description: Determine the source of "mental noise" in binary psychoenergetic tasks. Deliverables: 4th Quarter FY 1989; The psychoenergetic handbook. 1. Provide support for research. Task 1 Description: Provide administrative, technical and secretarial support. Task 2 Description: Provide protocols and administrative support for SRI Interna- tional's Human Use Review Board.
