STATEMENT OF WORK
ESU 83-134
1. (U) GENERAL
1.1 (S/CL-3/NOFORN) The objective of this effort is to
investigate a particular aspect of psychoenergetics relating to
operational management of personnel; that i.s, determine if a
personality testing technique can be created, which when applied to a
general population, will delineate specific individuals who exhibit a
higher degree of talent for Remote Viewing (RV).
1.2 (U) MAJOR GOALS
a. (S/CL-3/NOFORN) PHASE I: Apply personality testing with
proven remote viewer personnel from SRI and Project CENTER LANE; and
determine testing profile(s) which can be used to identify personnel
with an aptitude for remote viewing.
b. (S/CL-,3/NOFORN) PHASE II: Test these same individuals
with "self-report" type tests, and compare the results of these tests
with the previously identified profile(s) to determine testing
accuracy. Apply the identified profile(s) against a. general test
population and segregate persons who show.a talent for remote viewing
from those who do not.
c. (S/CL-?3/NOFORN) PHASE III: Test the personnel who show a
talent for remote viewing against randomly selected targets; test the
personnel who did not show a talent against the same targets.
d. (S/C.L-?3/NOFORN) Provide an overall evaluation. of the
above three phases with conclusive recommendations. If the first two
phases produce negative results, an overall evaluation of those two
phases will be made, including a recommendation for further action.
2. (U) SPECIFIC TASKS:
2.1 (U) PHASE I
a. (S/CL-3/NOFORN) Personality profile data from proven
remote viewers will be collected. Data will be collected from proven
personnel--those identified by SRI as well as Project CENTER LANE
participants.
b. (U) The data will be collected by using an extended
Wechsler Test.
c. (U) :[t is planned that testing will be carried out under
laboratory conditions by two experienced testers: Dr. David Saunders,
MARS Measurements Association (SRI Consultant), Lawrenceville, New
Jersey; and Dr. Michael Hecker (an SRI Staff Member).

d. (U) The data obtained will be analyzed in accordance with
the Personality Assessment System (PAS) concept.
e. (U) The above analysis will provide the basis upon which
specific and appropriate personality profile(s) of interest will be
designated; those profiles will be extrapolated for use during Phase
III.
f. (U) An interim report of findings from Phase I will be
provided.
2.2 (U) PHASE II (Will be run in parallel with Phase I.)
a. (S/CL-2/NOFOR.N) Self-report data will be collected from
the selected individuals within SRI and the CENTER LANE Project.
These will be the same individuals selected for testing under Phase I.
b. (U) The self-report data will be determined from tests
such as the Myers-Briggs and 16 PF questionnaires. Testing will be
under laboratory conditions, and will be utilized to design a
pre-screening questionnaire.
c. (U) Analysis of the self-report data will be :performed
using the Behavior Prediction System (BPS) concept to generate a
scoring key capable of extracting those individuals with profile(s)
indicated within Phase I, as being profile(s) of interest.
d. (S/CL-3/N0FORN) The self-report test criteria will be
applied against a general population. The general population will
contain the previously selected SRI and CENTER LANE remote viewer
personnel.
e. (U) To test whether the pre-screening (self-report) test
is effective in selecting individuals with the Phase I profiles, a
second group of individuals will be given both the pre-screening and
extended Wechsler tests under like laboratory conditions and the
correlations between these results and the previous results will be
evaluated.
f. (U) An interim report of findings from Phase II will be
provided.
2.3 PHASE III (Assuming success in Phases I and II the following
will be accomplished.)
a. (S/CL-3/NOFORN) The appropriate profile(s) developed
through testing during Phases I & II will be used to delineate
individuals into two groups: those with remote viewing potential as
well as those who do not show potential.
b. (S/CL-3/NOFORN) Personnel who show :potential in remote
viewing will then be tested (under laboratory conditions) against a
randomly selected group of targets.

c. (S/CL-3/NOFORN) Personnel not selected as having
potential will also be run (under laboratory conditions) against the
same selected group of targets.
d. (S/CL-3/NOFORN) A comparison of both groups of personnel
will then be made to determine the validity of selection criteria
developed and presented from Phases I & II.
e. (S/CL-3/NOFORN) Should. it be proven by failure in Phases
I & II that a personality profile cannot be developed that will assist
in selecting appropriate remote viewer personnel, then Phase III will
be canceled with the concurrence of the sponsor and all monies left
transferred to on-going remote viewer training.
3. (U) SECURITY
(U) Military security requirements in the performance of this
contract shall be maintained in accordance with the "CENTER LANE
SECURITY PROCEDURES GUIDE," dated 1 March 1983 (S/CL-l/NOFORN/ORCON).
The highest classification involved in the performance of this
contract is SECRET/CL-4/NO FOREIGN DISSEMINATION/ORIGINATOR CONTROLLED.
4. (U) DELIVERABLES:
(U) SRI-International will provide the following:
4.1 (S/CL-1/NOFORN) State-of-the-art information on selection of
personnel with a talent for remote viewing.
4.2 (S/CL-3/NOFORN) A progress report (2 copies)--a written
evaluation of findings (within 10 days of completion) of Phase I
development of and use of psychological profile(s) testing.
4.3 (S/CL-3/NOFORN) A progress report (2 copies--a written
evaluation of findings (within 10 days of completion) of Phase II,
development of and use of self-report testing; to include comparison
for accuracy against Phase I testing, and use of the newly designed
pre-screening questionnaire.
4.4 (S/CL-3/NOFORN) A final report (3 copies) (within 30 days
following completion) of the overall evaluation of developed selection
testing methodology. Report will include but is not limited to the
following:
a. (S/CL-';/NOFORN) A summary of tests performed in each
methodology area, an evaluation of those tests, and a written
comparison of one test methodology to another.
b. (S/CL--3/NOFORN) Findings that result from the application
of testing methodologies (against a general. population) to select

remote viewers. This will include an evaluation of remote viewing
results as produced by those personnel identified as talented, as well
as results from those who were not identified as talented.
c. (S/CL-3/NOFORN) A summary of recommended testing for
future selection of remote viewer personnel based upon the above.
5. (U) SPECIAL REQUIREMENTS
(U) Requirements concerning the use of human subjects as outlined
in INSCOM Statement of Work dated 2 August 1983 will be adhered to.

(U) GENERAL
1.1 (S/CL-3/NOFORN) The objective of this effort is to
investigate a particular aspect of psychoenergetic phenomena called
Target Search, which is designed to determine the location of objects,
individuals, and facilities, in a scale of room - to global-sized
dimensions.
1.2 (U) MAJOR GOALS
a. (S/CL-3/NOFORN) Phase I: Determine the efficiency or
best method of using the "Discrete Search Technique," and apply that
technique to problems relevant to intelligence-collection tasks.
b. (S/CL-3/NOFORN) Phase II: Determine the efficiency or
best method of using "Continuum Search (Dowsing) Techniques," and
determine their applicability to intelligence-collection tasks.
c. (S/CL-3/NOFORN) Demonstrate the most efficient methods
selected by applying them against targets chosen by CENTER LANE. This
will include appropriate statistical analysis and a finalized target
evaluation.
d. (S/CL-3/NOFORN) Provide a final overall evaluation of the
above three areas frith recommendations for training.
2. (U) SPECIFIC TASKS
2.1 (S/CL-3/NOFORN) Research the literature and published
documentation to determine the best methods for performing Discrete
Search Techniques.
2.2 (S/CL-3/NOFORN) Determine what an effective "zone" or "grid
squares" area is in a Discrete Search Technique.
2.3 (S/CL-3/NOFORN) Determine the optimized sizes of varying
search areas.
2.4 (S/CL-3/NOFORN) Determine what statistical procedures are I
applicable for Discrete Search Techniques analysis.
2.5 (S/CL-3/NOFORN) Under laboratory conditions, test the
different statistical procedures by applying them against identical J
search tasks of interest to Project CENTER LANE.
2.6 (S/CL-3/NOFORN) Under laboratory conditions, test what are
found to be -the most efficient and accurate statistical procedures by

applying them against varying search tasks of interest to Project
CENTER LANE.
2.7 (S/CL-3/NOFORN) Research the literature and published
documentation to determine the best methods for performing Continuum
Search (Dowsing) Techniques.
2.8 (S/CL-3/NOFORN) Under laboratory conditions, test the
Continuum Search (Dowsing) Techniques against tasks of interest to
Project CENTER LANE.
2.9 (S/CL-3/NOFORN) Choose a subject, then demonstrate the
feasibility of each search technique developed against tasks assigned
by and under the control of Project CENTER LANE.
2.10 (S/CL-3/NOFORN) Provide an overall evaluation of the
feasibility targets tasked during the capability demonstration.
2.11 (S/CL-3/:NOFORN) Provide an overall evaluation of the Target
Search Task, and propose a training scenario for personnel selected by
Project CENTER LANE.
3? (U) SECURITY
(U) Military security requirements in the performance of this

4.4.2 (U) The report; will include a summary of experiments
performed in each area, an evaluation of each of those experiments,
and written comparability evaluations of one technique to another.
4.4.3 (U) The report will provide a prioritized list of
techniques that are trainable, and a recommendation concerning future
training of individuals identified by Project CENTER LANE.
5. (U) ACCESS TO MATERIAL
(U) Reasonable access to raw data material will be made to CENTER
LANE personnel to ensure a full understanding of statistical
methodology used during evaluations.
6. (U) SPECIAL REQUIREMENTS
(U) Requirements concerning the use of human subjects as outlined
in the INSCOM Statement of Work dated 22 July 1983 will be adhered to.

1.1 (S/CL-3/NOFORN) The objective of this effort is to
investigate a particular aspect of the psychoenergetic phenomena known
as remote viewing that has a potential military intelligence
application. Coordinate Remote Viewing (CRV) is a staged technique
that utilizes coordinates to facilitate acquisition of a remote
viewing target.
1.2 (S/CL-3/NOFORN) The major goal is to determine whether CRV
technology can be successfully transferred to INSCOM personnel with a
corresponding increase in the reliability of a remote viewer.
1.3 (S/CL-3/NOFORN) SRI-International will provide CRV or
equivalent training as applicable.
2. (U) SPECIFIC TASKS
2.1 (S/CL-3/NOFORN) Train three army personnel concurrently in
CRV Stages I through III, as outlined in SRI memoranda on this
subject, dated 16 December 1982 and 25 May 1983.
2.1.1 (S/CL-3/NOFORN) Initiate. training at the highest skill
level (CRV stage) of the trainee.
2.1.2 (S/CL-3/NOFORN) Training for each CRV stage will
normally be divided into working sessions in accordance with the
following schedule:
Stage I, Phase 1 2 to 3 weeks
Stage I, Phase 2 2 to 4 weeks
Stage II 2 to 6 weeks
- Stage III 2 to 16 weeks
TOTAL 24' weeks'
The session dates and training locations will be mutually agreed to by
SRI and INSCOM.

2.1.3 (S/CL-3/NOFORN) After successful completion of each
CRV stage, the trainee will be scheduled to begin the next CRV stage.
2.2 (U) Determine the potential of the trainee for further
training.
3. (U) SECURITY
(U) Military security requirements in the performance of this
contract shall be maintained in accordance with the "CENTER LANE
SECURITY PROCEDURES GUIDE," dated 1 March 1983 (S/CL-1/NOFORN/ORCON).
The highest classification involved in the performance of this
contract is SECRET/CL-4/NO FOREIGN DISSEMINATION/ORIGINATOR CONTROLLED.
4. (U) DELIVERABLES
(U) SRI-International will provide the following:
4.1 (S/CL-3/NOFORN) State-of-the-art CRV training.
4.2 (U) A progress report (2 copies)--written evaluation of the
trainee's progress (within 10 days after the completion of each
training block).
4.3 (U) A final report.
4.3.1 (U) A final report (three copies) will be furnished
within 30 days after completion of each training stage.
4.3.2 (U) The report will. consist of a separate enclosure
for each individual trainee that will include an evaluation of the
trainee's ability to understand the training, and a summary of the
trainee's accomplishments during the training.
4.3.3 (S/CL-3/NOFORN) The report will also include an
evaluation of the trainee's future remote viewing capabilities, and a
recommendation concerning further training.
4.4 (U) The estimated time to complete this training program and
report on its results is 12 months from date of initiation of
training. Training will be completed by 15 December 1984, and reports
prepared by 15 January 1985.
5. (U) POST TRAINING ACCESS
(S/CL-3/NOFORN) After the completion of each CRV training stage,
personnel involved in the training program will have reasonable access
to :INSCOM personnel trained to assist in further evaluations of CRV.

1. (U) GENERAL
1.1 (S/CL-3/NOFORN) The objective of this effort is to investigate
the possible effects of ambient geophysical/low-frequency
electromagntic (ELF) factors on RV performance.
1.2 (U) MAJOR GOALS
a. (S/CL-3/NOFORN) Phase I: Search and summarize the
literature on geophysical/ELF effects on biological organisms,
especially as they relate to the degradation of Human :performance
skills at a behavioral level.
b. (S/CL-3/NOFORN) Phase II: Examine the statistical
correlation between RV performance in he historical SRI RV data base
and the ambient geophysical/ELF factors
c. (S/CL--3/NOFORN) Phase III: Explore the statistical
correlation between RV performance and ambient ELF
fluctuations--specifically on the basis of real-time ELF monitoring.
d. (S/CL-3/NOFORN) Phase IV: Provide an evaluation report as
to whether measurement of ambient; geophysical/ELF factors can be used
as an indicator of expected RV performance, and whether optimum
performance windows can be identified.
2. (U) SPECIFIC TASKS
2.1 (S/CL-3/NOFORN) SRI International will conduct a literature
search to collect and summarize up-to-date knowledge in -the field of
bioelectronics. The literature search will be carried out in the
following categories:
Bioactive frequencies for ELF/VLF at the gross
anatomical and behavioral levels.
- Effects of ELF/VLF frequencies at the biochemical
(hormonal, ionic, molecular) level.
- Effects of ELF/VLF at the neuronal membrane level.
Natural sources of ELF/VLF.
Man-made sources of ELF/VLF.
Artificial generation of ELF/VLF.

- Propagation characteristics of ELF/VLF.
Detection and measurement of ELF/VLF.
This will be accomplished by means of both references to literature on
hand, and by computerized keyword. searches. Additionally, the
SRI-International consultant will contact Dr. William D. Schul, Olive
W. Garvey Center for the Improvement of Human Functioning, Wichita,
Kansas.
2.2 (S/CL-3/NOFORN) SRI International will perform an analysis to
determine whether correlations exist between RV performance in
historical data (data from previous experiments) and factors in the
ambient geophysical environment. Data from previous studies conducted
under controlled conditions will be analyzed by means of epoch,
bivariate, and multivariate analysis (when possible) against the
following geophysical variables:
Weather (temperature, relative humidity, barometric
pressure, and so forth).
- Geomagnetic indices (Apo Afr, Aa).
- Solar electromagnetic emissions.
- Sunspot number .
- Ionospheric conditions.
- Solar magnetic field.
- Lunar cycles.
Further, because it is hypothesized that the mechanism by which
geophysical factors could play a role in RV performance is that of
changing the ambient ELF environment, SRI-International will examine
this hypothesis as well. An ELF data base spanning a year and a half
(from May 1982 to present) was monitored by a field station in Los
Altos, California. Data were taken twice daily. The same analysis
techniques used for the geophysical analysis' will be applied to the
ELF data. Positive results from these tasks could yield a rough index
of expected RV performance, given prevailing geophysical factors.
2.3 (S/CL-3/NOFORN) SRI-International will implement a program of
real-time ELF monitoring. Little information is available on the
variation of the ELF environment from location to location, although
it is known that ELF frequencies generated by geophysical means tend
to very simultaneously over the globe. Therefore, local variations

may exist that are caused by both man-made sources, and by the
geological structure of the area. For this a reason, two ELF stations
will be set up: one at the SRI premises in the RV laboratory, the
other at a field station 17-km distant. Data from the SRI station
will be compared with the field station data to determine the
variability attributable to location and distance. This comparison
may also help determine whether RV performance is influenced by
global, local, or both sources of ELF disturbances. Particular
attention will be paid to bioactive frequencies found as a result of
the literature search in Task I. Statistical correlations will be
sought between the RV performance (on an appropriate series of trials
carried out in the RV chamber) and the ambient ELF fluctuations, in
order to determine whether measurement of ambient ELF can be used as
an indicator of expected performance, and whether optimum performance
windows can be identified.
3. (U) SECURITY

statistical correlation between ambient ELF fluctuations and RV
performance, a final report (3 copies) will be furnished within 30
days, which will include an overall evaluation of the Geophysical.

5. (U) ACCESS TO MATERIAL
(S/CL-3/NOFORN) Reasonable access to raw data material will be
made to CENTER LANE personnel to ensure a full understanding of
statistical methodology used during evaluations.
