SUBJECT: (U) Possible Courses of Action in Event of INSCOM CENTER LANE
Project (ICLP) Cancellation.
ISSUE: (U) To inform the Chief of Staff, USAINSCOM concerning
implications of cancellation of ICLP on 30 September 1984, and possible
alternative courses of action to mitigate adverse impact.
1. (U) Dissolve INSCOM CENTER LANE Project (ICLP) on 30 September 1984.
This would:
a. (U) Preclude a timely and fair reassignment program for personnel
assigned to ICLP who may not wish or be able to 'participate in some
further edition or continuation of the program.
b. (S/CL-1/NOFORN) Result in mid-contract cancellation of on-going work
with SRI-International, to include training already begun for five
personnel. Not only would the balance of the funds invested by the
government be unrecoverable (since they are "black" P-6 funds), but should
resources and management of the program later be transferred to another
organization such as DIA or NSA, the procedure would be made more
difficult because of loss of momentum and training interruption.
c. (S/CL-2/NOFORN) Preclude preparation of comprehensive after-action
reports of INSCOM psychoenergetic efforts which will be essential when the
program is either transferred or resurrected.
2. (U) Cease ICLP operations on 30 September 1984, but allow completion
of outstanding contracts and training (on or about 31 December 1984).
This would:

SUBJECT: (U) Possible courses of action in event of INSCOM CENTER LANE

a. (U) Allow the reassignment of ICLP personnel on an equitable basis.
b. (S/CL-3/NOFORN) Permit trainees to complete training and become 60%
operational.
c. (S/CL-1/NOFORN) Permit timely and undisrupted transfer of ICLP to a
national agency such as DIA or NSA.
d. (U) Permit preparation of comprehensive after action reports, thereby
preserving vital institutional knowledge and technical details that would
otherwise be permanently lost.
3. (U) Recommended course of action:

(U) If CG, INSCOM makes a decision to cancel ICLP, recommend course of 1 SA/
action 2, and approval be granted for the ICLP Project Manager to initiate 4 QJC+u
action with DIA, NSA, etc. to transfer the capability with the least 1A
possible adverse impact.
4. (S/CL-3/NOFORN) The ideal course of action, would be continuation of
ICLP as a USAINSCOM intelligence collection project as is, with
appropriate interfacing with the U.S. Army Medical Research and
Development Command, for phenomena validation and technology extension.
