(S/CL-3/NOFORN) ISSUE: On 13 July 1984, notice was officially given of the intent to transfer the operational intelligence collection portion of the INSCOM CENTER LANE Project (ICLP) to DIA, and the R&D aspects to USAMRDC. 2. (S/CL-3/NOFORN) PURPOSE: To educate DIA and USAMRDC officials as to ICLP procedures, benefits, and requirements, and outline possible mechanisms for a minimally disruptive transfer of the ICLP effort from USAINSCOM to DIA/USAMRDC. 3. (U) RECOMMENDED COURSE OF ACTION: a. (S/CL-3/NOFORN) Discontinue ICLP collection activities effective 30 September 1984. b. (S/CL-3/NOFORN) Transfer personnel, facilities, and equipment to DIA/USAMRDC during the period 1 October - 31 December 1984. c. (S/CL-3/NOFORN) through 31 December 1984. Continue training of ICLP personnel 4. (U) CONSIDERATIONS/PROBLEMS/SUGGESTED SOLUTIONS: a. (C) Personnel spaces: INSCOM has no spaces it can/will transfer. It is recommended that a compromise solution be adopted wherein INSCOM attaches personnel to DIA/USAMDRC, with the stipulation that DIA obtain authorized "slotting" under the FY 86 GDIP to support the operational program, and USAMDRC provide appropriate personnel spaces for the R&D effort. Personnel attached will either revert to I:NSCOM or PCS to DIA/USAMDRC by 30 September 1985. (C) Equipment and facilities: Recommend drafting memo of understanding with INSCOM and HQ, Ft. Meade allowing present facilities and equipment use for continuation of operations under DIA/USAMRDC auspices. c. (S/CL-1/NOFORN) Because psychoenergetic activities constitute "Experimentation on Human Subjects," as determined by DoD and Army General Counsel, assignment preferences of volunteer personnel must be considered. 5. (S/CL-3/NOFORN) POINTS SUPPORTING RECOMMENDED POSITION: Seven years of practical experience have proven the necessity of a proper source/interviewer/analyst and management mix. Transfer of ICLP as a "package deal" insures continuity, the greatest prospect of success, and the least amount of disruption, as well as guarantees the retention of indispensable "institutional memory." 6. (U) ACTION TAKEN: a. (S/CL-3/NOFORN) Authorized to continue training in FY b. (S/CL-2/NOFORN) Authorized to continue with existing contracts. Will continue as COTR. c. S/CL-3/NOFORN) Operations are to continue to 30 September 1984. d. (S/CL-2/NOFORN) Local training is to continue, pending final disposition of the Project. e. (S/CL-2/NOFORN) Authorized to notify "customers" of change of directive. f. (S/CL-3/NOFORN) Arranging to contact and inform contractor of Project's status change.
