S-A-IN S C-O M 1. S/CL-2/NOFORN On 20 July 1984, CENTER LANE personnel met SG1J with Director, GDIP Staff, Dr. Jack Vorona, Assistant Vice Director for Scientific and Technical. Intelligence, DIA, and other key staff personnel. The purpose of the meeting was to outline possible mechanisms for transfer of the CENTER LANE psychoenergetic effort from USAINSCOM to DIA/USAMRDC. The attached talking paper (see Incl 1) was used as a format for these discussions. Also included in the discussions were the concerns of the command as reflected in the attached Memorandum, IACG, USAINSCOM, 17 July 1984, subject: INSCOM CENTER LANE Project (U) (see Incl 2). 2. (U) The followin areas (in the order presented) were addressed by SG1J SG1J a. People (spaces?) should be moved to DIA. b. BG Shulfelt, Deputy ACSI, was asked (two weeks ago) to to look into the possibility of Arm (INSCOM?) supplying "overage billets" to DIA for FY 85. had not yet heard from BG Shulfelt. would insure DIA billets would be available for FY86 and beyond. The "program must be preserved by ensuring personnel have long-term assignments and personal anonymity. d. The effort must be kept small (11 sounded too large). Specific faces and numbers are subject to negotiation based on perceived DIA requirements as determined by Dr. Vorona. e. Dr. Vorona (and his representative) will SG1J coordinate with CENTER 11111 personnel the transfer of operational, training, and research and development (R&D) functions with the goal of maintaining continuity. Personnel assigned to DIA will initially be in TIARA billets and operationally under the control of AT as opposed to DT (Dr. Vorona's office). h. Dr. Vorona will maintain overall oversight responsibility within DIA for both operational and R & D aspects. i. Plans are to establish a "high level" subcommittee from the intelligence community to provide centralized tasking and evaluation of the operational effort. 3. (S/CL-3/NOFORN) The meeting ended with a spirit of cooperation and enthusiasm for the future of psychoenergetic operations and research. The intent of all parties concerned is clear, but the administrative arrangements required to carry out such an intent are monumental in scope. Will the Army (ACSI/INSCOM?) agree to provide "overage billets" to DIA? Can (presently trained, reliable) military personnel be assigned on a long term basis and with personal anonymity to DIA without damage to career status? Will present personnel volunteer for assignment to a DIA psychoenergetic program? Can DIA make arrangements with HQ, Ft. Meade to use present INSCOM facilities?
