SUBJECT: Project CENTER LANE (S/CL-3/NOFORN)
ISSUE: Details of INSCOM Project CENTER LANE/SRI-International Contract
(S/CL-3/NOFORN)
FACTS.
1. (S/CL-3/NOFORN) From January to November 1983, the INSCOM CENTER LANE
Project (ICLP) Manager, .in coordination with DAMI-ISH, ACSI, DA, identified and
obtained P-6 monies in support of ICLP. This action culminated on 15 November
1983 when IMDSO, on behalf of ICLP, awarded a $469,925.00 Letter Order Contract
to SRI-International to perform psychoenergetic work. The Letter Order was
amended for an additional $8,000.00 on 18 January 1984, bringing the contract
price to $477,925.00. Details of the five separate statements of work that
comprise IMDSO Letter Order 18 are provided below.
a. (S/CL-3/NOFORN) ESU 83-134, Personnel Identification and Selection (U)
($119,998): Determine if a personality testing technique can be developed to
identify specific individuals from the general population who demonstrate a
higher degree of talent for Remote Viewing.
b. (S/CL-3/NOFORN) ESU 83-144, Target Search Techniques (U) ($174,945):
Investigate and test the target search techniques of the "Discrete Search" and
"Continuum Search (Dowsing)" methods of locating objects, individuals, and
facilities.
c. (S/CL-3/NOFORN) ESU 83-145, Special Orientation Techniques (SI-SIII) (U)
($77,997): Concurrently train four Army personnel in Coordinate Remote Viewing ~
(CRV) Stages I through III.
d. (S/CL-3/NOFORN) ESU 83-147, Geophysical Factors, ELF/RV Correlation
Study (U) ($64,990): Investigate the possible effects of ambient
geophysical/low-frequency electromagnetic (ELF) factors on RV performance.
e. (S/CL-3/NOFORN) ESU 83-148, Special Orientation Techniques (SV-VI) (U)
($39,995): .Train one Army person in Stages V and VI. ~~ ..~~ S E ~ ~
2. (S/CL-3/NOFORN) The Statements of Work are at various stages of completion
with final contract completion scheduled for 31 December 1984.
