Project (ICLP) and transfer personnel and equipment to DIA (Blue TAB A).
dISCUSSION:
a. (S/CL-2/NOFORN) On 26 September 1.984, the CG INSCO1,: approved an
SIOA that would transfer the ICLP to :DIA with an effective date of 1
Tanusry 198: (Blue T; B B). 'sae 1OA rind as its intent a total transfer
of personnel, operations, equipment, and responsibility. The ACSI
approved t ~ i e iiOA on 4 October 19:4, and authorizes a detailing action
for a period of one year, if necessary (Blue TAB C). The 40A was
delivered to DIA for review acid coordination on iiJ Octoi.oer 1984.
b. (S/CL-2/NOFORN) Concurrent with and subsequent to Vie
rireparation of the )A, tie ICLP i;ianager met with DIA officials to
discuss the transfer. On 19 November 1984, the ICLP Manager learned
t=at due to intricacies ir1 funding, PIA could not support a total
transfer action at this time and therefore could not agree to the terms
of the ;~+.OA. DIA resource managers stated that they would request a
detailing of ICLP resources and that either Director, GDIP
(see reverse)

Staff, or LTG Williams, Director, DIA, would contact MG Soyst r "in the
near future" to discuss the concept of temporary detailing Vice the
total transFer of JCLP at this time. The ICLP Manager informed these
DIA personnel, who supported a detailing position, of MG S4yster's
strong desire to effect a total transfer. The ICLP Manager briefed COL
Kirk and MG Soyster on these developments on 20 and 21 November 1984,
respectively.
c. (S/CL-2/NOFORN) As of 6 December 1984, DIA still intended to
request a detailing action. The memorandum at Blue TAB D exjlains the
basis for the DIA decision, provides rationale for a detailisg action,
and addresses the impact a detailing action will have on INSCOM
resources.
d. (S/CL-3/NOFORN) Recommend that CG INSCOM approve the DIA
request to detail INSCOM personnel to perform psychoener;getic
intelligence collection and counter intel.liae'ace activities. The impact
on INSCOM resources will be the loss of two TDA spaces for the" period of
the detail. and administrative costs (civilian salaries, word Processing
equipment maintenance, and equipment rental) that are estimated to he
$60,000 for the remainder of FY 85.
(U) WHAT THIS ACTION WILL ACCOMPLISH:
a. (S/CL-3/NOFORN) Transfer the responsibility for all DoD
psychoenergetic activity to DIA.
h. NOFORN) Satisfy the requirement to cancel IINSCOiM's
involvement in psychoenergetics IAW the directive of CG INSCOiMI.
c. (S/CL-2/NOFORN) Permit the Intelligence Community to continue
to use a proven team of highly qualified professionals in the
application of psychoeeergeti.cs as an intelligence collection and
counterintelligence tool..

INSCOM CENTER LANE Project (U), (S/CL'3/NOFORN).
2. (S/CL-1/NOt~ORN) The Secretary of the Army has approved
ending the Intelligence and Security Command's (INSCOM) 'involve-
ment with psychoenergetic research and operations. A copy of
the OACSI, DA memorandum to the Secretary on the subjectwith
his noted approval, is enclosed.
3. (S/CL-3/NQFORN) You are authorized to coordinate directly
with CIA, DIA, NSA, and the Army Medical R&D Command regarding
transfer of CENTER LANE operations and research. Any transfer
of project personnel, files, equipment, contracts, etc, should
be covered by a Memorandum of Agreement (MOA). Any such MOA
should be provided for review by the ACSI prior to irnplemen-
tation.
4. (S/CL-1./NOFORN) The CENTER LANE Special Access Prog:ram
(SAP) should be terminated or transferred, as appropriate, once
INSCOM involvement is discontinued.
a. (S/ CL-3/NOFOR1N) If the Medical" R&D Command becoes
involved and desires SAP protection, the project name should be
changed and the Secretary of the Army duly notified.
b. (S/CL-2/NOFORN) If a non-Army agency assumes the pro-
ject functions, the SAP should be terminated. If that agency
desires SAP protection and support for an interim period this
should be provided under a new name.

1 . (S/ CL-1 /NOFORN) Purpose : To obtain your appro I f`or'the
discontinuation ' of Intelligence and Security Comman (INSCOM)
involvement with psychoenergetic research and operations,
2. (U) Discussion:
a. (S/ C.L-1 /NOFORN) CENTER LANE is an INSCOM Special Access
Program which utilizes an aspect of parapsychology known as
Remote Viewing (RV) as the collection method for obtaining in-
formation of intelligence interest. Your approval for the Army
to engage in CENTER LANE activities was most recently obtained on
1 Sep 83.
b. (S/CL-1 /NOFORN) CDR INSCOM has reviewed the project and
reached the decision to discontinue the command's involvement
with psychoenergetic research and operations. Recognizing that
INSCOM has invested considerable effort over s long period of
time to develop the RV technology and holds a monopoly on this
revolutionary concept for intelligence collection, he desires
that we not lose this knowledge and experience.
c. (U) As such, INSCOM intends to do the following:
(1) (S/CL-1 /NOFORN) Cease CENTER LANE operations on 30
Sep 84, but allow contracts and training to continue to '31 Dec
84.
(2) (S/ CL-3/NOFORN) Transfer project operational aspects
to DIA and technology extension to the US Army Medical Research
and Development -Command. In the event DIA is not interested in
the transfer, NSA will be considered.
