SUBJECT: Meeting on the Transfer of CENTER LANE Activities to DIA. (U)
Subject meeting was held on 19 December 1984 in GDIP Staff offices.
Represented at the meeting were D/GDIP, the INSCOM CENTER LANE Unit
(CLU), and DIA elements RCC, RHR, DT, OS, and RTS. The following
actions were identified as necessary to effect the transfer of
CENTER LANE activities to DIA.
a. Notify Congress of DIA intent to establish a psychoenergetics
element. This will be done in the FY 1986-1990 CBJB and Congressional
testimony. ACTION: D/GDIP.
b. Determine what, if anything, is needed to comply with the DOD
Human Use Charter. ACTION: DT.
c. Modify the FY 1986 DRAGOON ABSORB package in the FY 1986 budget
to reflect the appropriate civilian-military mix of the CLU. ACTION:
D/GDIP; Collab: RCC. o",LP&
d. Revise the draft memorandum of agreement between DIA and Army to
cover all existing, agreements. ACTION: CLU.
SG1B e'. Resolve remaining personnel problems. I
Satisfy ASD requirements necessary to permit detailing ot personnel to
DIA. ACTION: CLU; Collab: RCC, RHR.
f. Identify administrative and logistical costs of the CLU and
assign responsibility for payment of the costs. Costs include salaries,
travel, supplies, automobile, word processing support, and ISSA
agreement with Fort Meade. ACTION: RCC; Collab: CLU and RTS.
g. Implement a special access program for operational
psychoenergetics activities and training. ACTION: DT; Collab: CLU and
OS.
h. Develop an action plan with milestones to implement the actions
listed above and to manage, operate, task, and evaluate operational
psychoenergetics activities and training. ACTION: 'DT.
The overall coordinator for the trap r of Project CENTER LANE and the
detailing of its personnel to DIA
